HomeMy WebLinkAboutR-91-0261J-91-289 4/11/91 RESOLUTION NO. 9 1- 261 A RESOLUTION RELATED TO THE AMERICAN BANKERS CORPORATE RUN, A 3.5 MILE RUNNING EVENT, TO BE CONDUCTED 13Y THE GREATER MIAMI RUNNING ASSOCIATION ON MAY 9, 1991; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIREt RESCUE AND INSPECTION SERVICES; FURTHER CONDITIONING ALL APPROVALS AND AUTHORIZATIONS HEREIN UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH THE EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, the Greater Miami Running Association will conduct the American Bankers.Corporate Run, a 3.5 mile running event, on Thursday, May 9, 1991; and WHEREAS, said event is expected to attract approximately 4,000 runners; and WHEREAS, certain streets and portions thereof should be closed to through vehicular traffic on the specified date and during the specified hours to ensure the safety of participants and spectators during said event; and WHEREAS, the event sponsor and the Department of Police have designed the race course such that major thoroughfares will remain partially open to vehicular traffic, thereby minimizing traffic disruption; NOW, THEREFORE OF MIAMI, FLORIDA: BE IT RESOLVED BY THE COMMISSION OF THE CITY Section 1. In order to effectuate safe passage during the American Bankers Corporate Run the following streets are hereby closed to through vehicular traffic from 6:00 P.M. to 9:00 P.M. on Thursday, May 9, 1991, as specified below: Biscayne Boulevard from Flagler Street to Northeast Sixth Street. Northeast Second Avenue from Northeast Sixth Street over Brickell Bridge to Brickell Avenue, Brickell Avenue (over Brickell Bridge) from Southeast Fourth Street to Southwest Thirteen Street. Southwest Thirteen Street from Brickell Avenue to South Miami Avenue. South Miami Avenue from Southwest Thirteen Street to Southwest Fifteen Road. Southwest Fifteen Road from South Miami Avenue to Brickell Avenue. Brickell Avenue (over Brickell Bridge) from Southwest Fifteen (toad to Southeast Fourth Street. Southeast Fourth Street from Brickell Avenue to Southeast Third Avenue. Southeast Third Avenue from Southeast Fourth Street to Flagler Street. Flagler Street from Southeast Third Avenue to Bayfront Park. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. The herein approvals and authorizations are hereby conditioned upon the organizers paying for all necessary t: costs of City services associated with said event and obtaining insurance to protect the City in the amount as prescribed by the t City Manager or his designee. ::6 Section 4. Odi City Manager RECOMMENDATION: DATE : M 11 R 2 Q 1991 FILE : SUBJECT :Resolution Concerning the Manufacturers Hanover Corporate Challenge REFERENCES Commission Agenda Item ENCLOSURES: April 11, 1991 It is respectfully recommended that the City Commission adopt the attached resolution related to the Miami Corporate Challenge, a 3.5 mile running event, to be conducted by the Greater Miami Running Association, on Thursday, May 9, 1991, authorizing the closure of designated streets to through vehicular traffic, subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. This authorization is conditioned upon the organizers paying for -the costs of all necessary City services and subject to the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. BACKGROUND: The Department of Community Development has prepared the appropriate legislation to approve the closure of certain streets in Downtown Miami during the Miami Corporate Challenge, a 3.5 mile running event, on Thursday, May 9, 1991, conducted by the Greater Miami Running Association. This event is a well organized annual event. The organizers have met with the Police Department to design the race course so that major thoroughfares remain partially open 'to vehicular traffic, thereby minimizing traffic disruption in the area of the race.
