A RESOLUTION APPROVING THE PARTIAL USE OF CERTAIN STREETS AND THOROUGHFARES DURING THE PROCESSION TO BE CONDUCTED BY RENOVATION CARIS1ATICA CATOLICA HISPANA ON MAY 18, 1991, SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING THE POLICE DEPARTMENT TO CONTROL TRAFFIC FLOW ON SAID STREETS TO BE UTILIZED AS PART OF THE PROCESSION ROUTE; FURTHER CONDITIONING ALL APPROVALS AND AUTHORIZATIONS HEREIN UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH THE EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, Renovacion Carismatica Catolica Hispana is requesting the use of certain streets to conduct a procession on Saturday, May 18, 1991 in Downtown Miami as part of the VII Charismatic Conference to be held at the Miami Convention Center; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF.MIAMI, FLORIDA: Section 1. The partial use of certain streets and thoroughfares, as specified in Section 2 hereof, on Saturday, May 18, 1991 in Downtown Miami between the hours of 7:30 P.M. to 11:30 P.M. during the procession to be conducted by Renovacion Carismatica Catolica Hispana is hereby approved subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Section 2. The Police Department is hereby authorized to control traffic flow .on the streets of the Downtown area to be utilized as part of the procession as specified below: Biscayne'Boulevard northbound from Southeast Fourth Street to...Third Street (with the exception of the outside northbound lane). Southeast Fourth Street from Biscayne Boulevard to Southeast Second Avenue (with the exception of the outsida eastbound lane). LA Section 3. The partial use of the specified streets in Downtown Miami during said event is hereby approved, subject to the exercise of complete control over such use by the Department of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institution in the area for entering and crossing through said arterials. Section 4. The herein approvals and authorizations are hereby conditioned upon the organizers paying for the necessary costs of City services associated with said event and obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. Odi City Manager RECOMMENDATION: DATE : MAR 2 8 1991 FILE : SUBJECT: Resolution Concerning a Procession by Renovacion Carismatica Catolica REFERENCES : Commission Agenda item ENCLOSURES: April 110 1991 It is respectfully recommended that the City Commission adopt the attached resolution concerning a procession to be conducted by Renovacion Carismatica Catolica Hispana on May 18, 1991 approving the use of certain streets in Downtown Miami. This authorization is further conditioned upon the organizers paying for the cost of Catty services and subject to the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. BACKGROUND: The Department of Community Development has prepared the appropriate legislation to approve the use of certain streets and thoroughfares during the procession to be conducted by Renovacion Carismatica Catolica Hispana on May 18, 1991 between the hours of 7:30 P.M. to 11:30 P.M. The authorization is subject to the organizers paying for the cost of City services and subject to the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee. This event is a well -organized annual religious event. Major thoroughfares will remain partially open to vehicular traffic," thereby minimizing traffic disruption in the area of the procession.
