RESOLUTION NO. 91- 2 56 -
A RESOLUTION, WITH ATTACHMENT (S), APPROVING
IN PRINCIPLE, THE DESIGNATION OF THE URBAN
LEAGUE OF GREATER MIAMIt INC., A NOT -FOR -
PROFIT CORPORATION, AS A SPONSOR TO UNDERTAKE
THE DEVELOPMENT OF A LOW -DENSITY RENTAL
HOUSING PROJECT AFFORDABLE TO FAMILIES AND
INDIVIDUALS OF LOW AND MODERATE INCOME ON THE
CITY -OWNED HIGHLAND PARK SCHOOL SITE, SUBJECT
TO CERTAIN TERMS AND CONDITIONS AS ENUMERATED
HEREIN; FURTHER RESCINDING PRIOR CITY
COMMISSION LEGISLATIVE ACTIONS WHICH GRANTED
DEVELOPMENT RIGHTS TO CIRCA LTD./THE BARNESS
ORGANIZATION AND SENIOR CITIZENS IN ACTION
NORTH, INC. (SCAND) FOR DEVELOPMENT OF THE
AFOREMENTIONED PARCEL.
WHEREAS, there exists, in the City of Miami, a severe
shortage of housing within the affordability range of families
and individuals of low and moderate income; and
WHEREAS, the City Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing affordable to low and moderate income
families and individuals; and
WHEREAS, in July of 1981, through Resolution No. 81-662, the
3City Commission authorized the City Manager to negotiate the
acquisition of the 1.2 acre Highland Park School Site form the
Dade County Public School System for $215,000 in connection with
the development of housing affordable to low and moderate income
families; and

WHEREAS, in December of 1983, through Resolution

No. 83-1165, the City Commission approved the designation of

CIRCA, Ltd./The Barness Organization as sponsor for the
-,' development of an affordable housing project on the City -owned
t Highland Park School Site; and
WHEREAS, CIRCA, Ltd./The Barness Organization was
unsuccessful in securing project funding from the U.S. Department'
of Housing and Urban Development under the Housing Department
Grant Program; and

CONTAINED
WHEREAS, on December 7, 1989, representatives of Senior
Citizens In Action in North, Inc., appeared before the City
Commission to request development rights to the Highland Park
School Site located at approximately Northwest 7th Avenue between
Northwest loth and llth Streets in the Overtown neighborhood; and
WHEREAS, on December 7, 1989, through Motion No. 89-1135,
the City Commission approved the granting of development rights
to Senior Citizens In Action In North, Inc. (SCAND) for the
development of an affordable housing project on the Highland Park
School Site; and
WHEREAS, the representatives of Senior Citizens In Action In
North, Inc. were granted six (6) months to prepare a package for
the development of an affordable housing project on the Highland
Park School Site; and
WHEREAS, the above mentioned not -for -profit organization was
unsuccessful in structuring a proposal for the development of the
subject parcel; and
WHEREAS, in February of 1991, the Urban League of Greater
Miami, Inc. submitted a housing proposal to the City for the
development of an affordable housing project on the City -owned

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution related to the development of a low -density
affordable housing project proposed for development on the City -
owned Highland Park School Site by the Urban League of Greater
Miami, Inc. The attached resolution approves in principle the
designation of the Urban League of Greater Miami, Inc., a not -for -
profit corporation, as sponsor to undertake the development of a
low -density rental housing project affordable to low and moderate
income families and individuals on the 1.2 acre Highland Park
School Site. The attached resolution further requires that final
designation of the aforementioned not -for -profit corporation as
project sponsor is predicated upon the submission within twelve
(12).months from the date of this conditional award for the City
Administration's verification and the City Commission's review and
approval:
1) Final project site plant unit plans and specifications.
2)
Verifiable evidence of firm commitments for
construction and permanent financing in accordance
with the ptoject sponsor's proposal to develop the
site.
The said resolution further requires that final designation of the
Aforementioned not -for -profit corporation as project sponsor Is

predicated upon the submission within twelve (12) months from the
date of this conditional award the following:
1) Final project site plan, unit plans and specifications.

2) Verifiable evidence of firm commitments for

construction and permanent financing in accordance
with the project sponsor's proposal to develop the
subject parcel.
3) Land reimbursement provision that provides a fair
return to the City for value of the subject parcel.
In July of 1981, through Resolution No. 81-662, the City Commission
authorized the acquisition of the 1.2 acre Highland Park School
Site from the Dade County Public School System, for the purpose of.
developing housing affordable to low and moderate income families
in the Overtown neighborhood. The subject parcel was acquired for
$215,000.
Since 19830 several attempts have been made to develop affordable
housing on the Highland Park School Site through various public -
private sector sponsored housing ventures. The Urban League's
proposal calls for the development of two (2) three story, garden
apartment structures consisting of twenty-eight (28) 2-bedr6om
units and. thirteen (13) 3-bedroom units. To date, the Urban League
of Greater Miami, Inc. has been successful in developing a 30 unit
townhome._.project in cooperation with the City of, Miami on a _1.2
acre parcel donated to the not -for -profit corporation by_ he. City
in July of 1986. The 1.3 million ,rental project, M a M Mai.sont
located at 1521 'Northwest, 61st -Street in the Model 'City
?neighborhood,
is' indicative of the City's commitment to promoting
thei production of affordable housing in. the City of Miami :through
r. vail:bds public -private sector sponsored housing ventures.
