A RESOLUTION ACCEPTING THE BID OF P.N.M.
CORPORATION, IN AN AMOUNT NOT TO EXCEED
$1,808,581.55, BASE BID OF THE PROPOSAL,
FOR SEVENTH & NINTH STREET PEDESTRIAN
MALLS PROJECT B-4545; WITH MONIES
THEREFOR ALLOCATED FROM THE FISCAL YEAR
1990-91 CAPITAL IMPROVEMENT ORDINANCE
NO. 10782 AS AMENDED, PROJECT NO.
341176, IN THE AMOUNT OF $1,808,581.55
TO COVER THE CONTRACT COST; AND
$449*;979.08 TO COVER THE ENGINEERING,
ARCHITECTURAL, SURVEYING, INSPECTIONS
AND PROJECT EXPENSES, FOR AN ESTIMATED
TOTAL OF $2,258,560.63; AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT WITH
SAID FIRM; AND DIRECTING THE DEVELOPMENTAt

Section 1. The February 14, 1991, bid of P.N.M.
CORPORATION, in an amount not to exceed $1,808.581.55, for the
project entitled SEVENTH & NINTH STREET PEDESTRIAN MALLS PROJECT
g-4545 for the base bid of the proposal, based on lump sum and
unit prices, is hereby accepted at the price stated therein.
Section 2. The total estimated project cost of
$2,258,560.63 is hereby allocated from Capital Improvement
Ordi nance No. 10782 Project No. 341176. Said total project
cost consists of the $1,808,581.55 contract cost and $449,979.08
to covertheEngineering, Architectural, Surveying, Inspections
and incidental expenses incurred by the City.
Section 3. The City Manager is hereby authorized to
enter into a contractl/ on behalf of the City of Miami with
P.N.M. CORPORATION, for SEVENTH & NINTH STREET PEDESTRIAN MALLS
PROJECT B-4545, base bid of the proposal.
Section 4. The Development and Housing Conservation
Department is hereby directed to provide the annual funding

necessary to perform the operation and maintenance of all non-

standard decorativefeatures and structures installed and/or

constructed as part of the SEVENTH & NINTH STREET PEDESTRIAN
MALLS 'PROJECT B-4545 including, but not limited to, multiple
light.,fi,xtures, custom benches, custom vine trellises, dry
fountain",fog fountain, drinking fountains, gazebo and obelisk.

The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but,. not limited to those prescribed by applicable
City Charter and Code provisions.

immediately upon its adoption.

ISEMENT FOR BIDS
The project consists of the construction of approximately 0.30 miles of streets in the area of
N.W. 7 Street between N.W. 1 Court and N.W. 3 Avenue and N.W. 9 Street between N. Miaml Avenue
and N.W. 1 Avenue. Construction will include the following, clearing & grading, construction of
asphaltic pavement, concrete curbs and gutters, concrete pavement, brick pavers, storm sewer
facilities and landscaping. Bidders will furnish pwfbnwm and bid barbs in accordance with
Resolutions No. 86-M and No. 87-M5. For clarification of technical issues as presented in the
docamnents and specifications, please contact Leonard Helmers, P.E., at (305)579-6865.
Pr+ospective bidders will be required to suMt, with their bid, a ooW of the anwgx'iaime
Certificzme of Campewicy, as issued ter Dade CmM, which authorizes the bidder to pei ftre the
proposed worts.
All bids shall be submitted in accordance with the Instructions to Bidders and Specifications.
New City regulations will require each bidder to "Mt proposals in dmplic m originals. Plans
and specifications my be obtained from the office of the Director Ot PUD11C WoKS, US N.W. 2
Street, 3rd floor, Miami, Florida, 33128, on or after December 26, 1990. If bidders wish, a set
of plans and specifications will be mailed to them by writing to the Deparunent of Public Worts
and including a separate check for $8. There will be a 120 deposit required for the first set of
plans and specifications ti—ons. Adds ti onaT"sets may be pub for a fee of $2D per setand tTiis i s
not refundable. Deposits will be refunded only upon the return of are set of plans and
specifications to the Department of Public Works, unmarked and in good condition within two (2)
weeks after the opening of the bids.
Prospective bidders will be required to submit with their bid a copy of the appropriate
Certificate of CanpetenV as required by Dade County, which authorizes the bidder to perform the
proposed work.
Bidders are alerted to the provisions of Ordinance No. 10538 regarding allocation of contracts to
minor V vendors. The CIV will expect prospective bidders to submit an Affirmative Action Plan,
as defined in said Ordinance, and as required in the Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which implements the "First Source Hiring
Agreement." The object of this ordinance is to provide enploy mt opporwni ties to City of Miamm
residents on contracts resulting in the creation of new permanent jobs. Contractors may be
eligible for wage reimbursement under this program. For further information contact the
Deparmmt of Public Works, CIV of Miami, at (305) 579-W%.
Proposal includes the time of perfomance, and specifications contain provisions for liquidated
damages for failure to complete the work on time. The City Commission reserves the right to
waive arty informality in arty bid, and the CIV Manager may reject arty or all bids, and
readverdse (8-4545 Req. 5619).

Discussion: The Department of Public Works has evaluated the bids
received on February 14, 1991, determined that the lowest
responsible and responsive bid, in the amount of $1,808,581.55 is
from P.N.M. Corporation, a hispanic -minority controlled
corporation. Funds are available to cover the contract cost, and
for such incidental items as postage, blueprinting, advertising,
and reproduction costs.
