A RESOLUTION PERMANENTLY RESTRICTING
VEHICULAR ACCESS TO NORTHWEST NORTH RIVER
DRIVE BETWEEN THE EASTERLY SIDE OF ITS
INTERSECTION WITH NORTHWEST 24TH AVENUE AND
THE WESTERLY SIDE OF ITS INTERSECTION WITH
NORTHWEST 22ND PLACE, IN THE CITY OF MIAMI,
FLORIDA, SUBJECT TO THE PROVISIONS CONTAINED
WITHIN THIS RESOLUTION; DIRECTING THAT THE
CITY CLERK TRANSMIT A COPY OF THIS RESOLUTION
TO THE POLICE DEPARTMENT, FIRE, RESCUE AND
INSPECTION SERVICES DEPARTMENT, DEPARTMENT OF
GENERAL SERVICES ADMINISTRATION/SOLID WASTE,
DADE COUNTY PUBLIC WORKS DEPARTMENT AND
UNITED STATES POSTAL SERVICE.
WHEREAS, the City of Miami is currently preparing plans for
the redevelopment and modernizing of the City's Gerry Curtis
Park, including the addition of a Youth Center; and
WHEREAS, Northwest North River Drive currently separates the
swimming pool and proposed Youth Center from the sports fields
and parking areas and patrons of Gerry Curtis Park must cross
this thoroughfare to access the entire park; and
WHEREAS, Section 54-17 of the City- Code gives the City
Commission the power, after a properly advertised public hearing
to require that vehicular access to a particular street be
prohibited where such prohibition is found to be in the best
interest of the public; and
WHEREAS, the Police Department, Fire Rescue and Inspection

Services Department, Department of General Services
Administration/Solid Waste and Public Works Department have made r
recommendations on the proposed prohibition of vehicular access
to Northwest North River Drive between the easterly side of its

intersection with Northwest 24th Avenue and the westerly side of
its intersection with Northwest 22nd Place and have expressed no
substantial objections to the proposed prohibition; and

WHEREAS, pursuant
to due public notice,
a public hearing was
held before the City
Commission on March
14, 1991 as to any
objections to the permanent prohibition of
vehicular access to
the aforesaid street
and no objections were sustained ley the
Commission; and
WHEREAS, the City
Commission desires that
the prohibition of
vehicular access to the aforesaid street
be implemented on a
permanent basis; and
WHEREAS, the City Commission finds that the herein
prohibition is in the best interest of the public;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference -
thereto and incorporated herein as if fully set forth in this

It is hereby directed that vehicular access
to Northwest North River Drive between the easterly side of its
intersection with
Northwest 24th Avenue and the westerly side of
its intersection
with Northwest 22nd Place in the City of Miami,

Florida, be permanently prohibited forthwith in accordance with

the findings as set
forth in Section 1 hereof.

Section 3.
It is hereby directed that the City Clerk
transmit a copy
of this Resolution to the Police Department,

Inspection Services Department, Department of
General Services
Administration/Solid Waste, Dade County Public

Works Department
and United States Postal Service.
Section 4.
This Resolution shall become effective
immediately upon
its adoption.

RECOMMENDATION:
It is respectfully recommended
that the City Commission adopt the
attached Resolution authorizing the permanent restriction of
vehicular access to N.W. North
River Drive between the easterly
side of its intersection with
N.W. 24th Avenue and the westerly
side of its intersection with N.W.
22nd Place.
BACKGROUND:
The Public Works Department is
currently preparing plans for the
redevelopment and modernizing
of the City's Gerry Curtis Park,
including the addition of a Youth
Center. N.W. North River Drive
currently separates the swimming
pool and the proposed Youth
Center from the sports fields
and parking areas and patrons of
y Gerry Curtis Park must cross
this thoroughfare to access the
entire park.
Contingent upon the City Commission approval, Gerry Curtis Park ■
will be replatted to officially close and vacate N.W. North River
Drive and join the separate parcels to create one contiguous
park. The replatting procedure, however, is a lengthy process
and in order to expedite the critically necessary redevelopment
of the park, the permanent restriction of vehicular access to
N.W. North River Drive is required.
The Police, Fire, Rescue & Inspection Services,
Public Works Departments have investigated the
closure and do not find any problem with the
portion of N.W. North River Drive.

above subject matter, please be informed that Mr. Peter Joffre,
Chief of Operations, inspected the area in question and advised
me that he sees no problem with the closing of NW River Drive.
