HomeMy WebLinkAboutR-91-0225yi a J-91-200 3/4I91 r RESOLUTION NO. 9 1_ 225 j A RESOLUTION, WITH ATTACHED EXHIBIT "A', AUTHORIZING THE USE OF CITY FORCES TO CONSTRUCT LOCAL DRAINAGE FACILITIES AT SOUTHWEST 14TH STREET BETWEEN SOUTHWEST 31ST AND 32ND AVENUES, SOUTHWEST 18TH STREET BETWEEN SOUTHWEST 22ND AND 23RD AVENUES, AND AT NORTHWEST 68TH TERRACE BETWEEN NORTH MIAMI AVENUE AND NORTHWEST 2ND AVENUE; ''- ESTABLISHING AN ESTIMATED BUDGET FOR SAID CONSTRUCTION IN THE AMOUNT OF $160,000 WITH FUNDS MADE AVAILABLE FROM "CITYWIDE LOCAL DRAINAGE PROJECTS-FY'91-FY'92, PROJECT NO. 352276. WHEREAS, City Charter Section 29-A(b) states, in part, that any public work may be executed either by contract or by the City labor force, as may be determined by the Commission; and WHEREAS, the process by which contracts are ultimately awarded, consisting of preparation of contract plans and specifications, advertising for and receiving bids, awarding contracts by Commission resolution, executing and processing contract documents by the contractor and the appropriate City officials, is a lengthy and time consuming process; and WHEREAS, in some cases It is in the best Interest of the Commission, the Administration, and the residents and taxpayers of the City of Miami to reduce the timeframe for the Installation of certain public works, particularly storm drainage facilities, for the protection of public and private property, and to maintain the safe and efficient operation of public rights of way and other public places; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that City forces, specifically Department of Public Works personnel, be authorized to construct local drainage facilities as the need arises to efficiently and expeditiously alleviate drainage problems on public streets or other public places; and WHEREAS, funds are available for the construction of local y drainage facilities by City forces from Citywide Local Drainage Projects - FY'91-FY'92, project number 352275, in the amount of $160,000; and t1"�MMiSSIO 'ATTACHMENTS CONTAINED WHEREAS, City Charter Section 29-A(b) also allows the Manager to waive the requirement for formal competitive bids for contracts under $100000; and WHEREAS, City Charter Section 29-A(b) also requires that there shall be a separate accounting for each work or Improvement and requires the Manager to submit to the Commission a description of the anticipated scope of work and related cost estimates; and WHEREAS, the City Manager is recommending that new drainage 5� i facilities be constructed as soon as possible by City forces at l Southwest 14th Street between Southwest 31st and 32nd Avenues, at Southwest 18th Street between Southwest 22nd and 23rd Avenues, ' and at Northwest 68th Terrace between North Miami Avenue and Northwest 2nd Avenue; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble -,to this Resolution are hereby adopted by reference hereto and Incorporated herein as if fully set forth in this Section. Section 2. The City Manager Is hereby authorized to use — City forces to construct local drainage facilities In order to expedite the construction of said facilities for the protection of public and/or private property. Said facilities are to be constructed by._City forces at the following three Locations: Southwest 14 Street between Southwest 31 and 32 Avenues. Southwest 18 Street between Southwest 22 and 23 Avenues. Northwest 68 Terrace between North Miami Avenue and Northwest 2 Avenue. .#Section 3. Funds are to be made available construction of said dralnage facilities by City forces In the amount of $160,000 from Citywide Local Drainage Projects FY'91-FY'92, project no. 382278. Section 5. The City Manager Is hereby authorized to award I F, contracts for the purchase of materials and for the rental of equipment as required for this Project in accordance with the $10,000 limit specified in City Charter Section 29-A(b). Od I o City Manager RECOMMENDATION: GATE : F E B 2 1 1991 VILE SUBJECT: resolution Authorizing Use of City Forces To Construct Local Drainage Facilities REFERENCES: ENCLOSURES: it Is respectfully recommended that the City Commission adopt the attached resolution authorizing the use of City forces to construct local drainage facilities as the need arises. BACKGROUND: The City Charter allows for construction of any public work either by contract or by City -labor forces as determined by the City Commission. The legal process and procedure for awarding a contract for any public work is a lengthy and time consuming process. This process Includes preparation of contract plans and specifications, advertising and receiving bids, awarding the contract by Commission resolution, executing and processing the contract by the contractor and appropriate City officials, and coordination with utility companies and other Interested parties. in some cases, such as the construction of new drainage facilities, It is In the best Interest of all. parties to reduce the timeframe needed to actually initiate construction. The Director of the Department of Public Works is recommending that City forces be authorized to construct local drainage facilities as the need arises In order to expedite the construction of said facilities for the protection of public and private property and to maintain the safe and. efficient operation of public rights of way and other public places. The Department Is proposing that drainage facilities be constructed as.soon as possible at three locations: S.W. 14TH STREET (31-32 AVENUES) S.W. 18TH STREET (22-23 AVENUES) N W 68TH TERRACE (N MIAM1 - N W 2 AVENUES) The proposed scope of.work and budget for this work are outlined on the attached Exhibit "A".
