HomeMy WebLinkAboutR-91-02240 J-91-181 2/28/91 RESOLUTION NO, 91- 224 A RESOLUTION AUTHORIZING THE FUNDING OF A CAREER CRIMINAL PROGRAM AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EMCEED $32rOOO FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for protracted and/or complex investigations; and WHEREAS, it is in the best interest of the community and the City of Miami for the Miami Police Department to identify, j target, and initiate investigations against serious, multiple i r offenders in order to be able to obtain convictions and the highest penalties/sentences possible by assisting in the prosecution of said offenders; and =j WHEREAS, in order to better serve the citizens of the City s =i of Miami, the Miami Police Department has implemented a Career Criminal, Program in conjunction with the Dade County State Attorney's Office and the Metro -Dade Police Department; and WHEREAS, funds to cover the necessary costs and expenditures 4 w 3 required for the Career Criminal Program have not been included in the Police Department's normal operating budget; and ai WHEREAS, any equipment/services purchases will still be - required to go through the established procurement procedures; and WHEREAS, the Chief of Police has recommended adoption of this Resolutl.on and has determined that the expenditures proposed c9mply with FloridaStateStatute 932.704, as amended; and � WHEREAS, funds to cover the necessary expenses required for t is program, Are available in, the City of Miami Law Enforcement Viet Find; X.: '�11!! ll l�' N 3 ".II111. The establishment of a Career Criminal Program i is hereby authorized, with funds therefor in an amount not to exceed $32,0001 being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002- �i 247, such costs having been approved by the Chief of Police. { i Section 3. Funding will be the Law gniorcement Trust Fund. BACKGROUND: The City ity of Miami Police Department, in conjunction with the Dade County State Attorney's office and the Metro -bade Police Department, implemented a Career Criminal Program aimed at identifying and targeting offenders that. meet the following career criminal criteria: (1) Three previous convictions -for any forcible felony or felony drug offense,.or both;J2) Any juvenile convictions as adults for any forcible felony or felony drug offense after attaining the age of sixteen; and (3) At least one state prison incarceration for any felony.
