A RESOLUTION ACCEPTING THE BID OF EBSARY FOUNDATION COMPANY, IN AN AMOUNT NOT TO EXCEED $25,800.00, BASE BID OF THE PROPOSAL, FOR SEWELL PARK SHORELINE ENHANCEMENT PROJECT B-2939; WITH MONIES THEREFOR ALLOCATED FROM THE FISCAL YEAR 1990-91 CAPITAL IMPROVEMENT ORDINANCE NO. 10782, PROJECT NO. 331304, IN THE AMOUNT OF $25,800.00 TO COVER THE CONTRACT COST; AND $15,430.00 TO COVER THE ESTIMATED EXPENSES, FOR AN ESTIMATED TOTAL OF $41,230.00; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM. WHEREAS, sealed bids were received November 5, 1990, for SEWELL PARK SHORELINE ENHANCEMENT PROJECT B-2939; and WHEREAS, the City Manager and the Director of the s; Department of Public Works recommend that the bid from EBSARY — FOUNDATION COMPANY, be accepted as the lowest responsible and responsive bid; and WHEREAS, the Fiscal Year 1990-91 Capital Improvement Ordinance No. 10782, was adopted on September 27, 1990, and 9 monies are available for the proposed amount of the contract, project expense, and incidentals under Project No. 331304 of said Ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. CORRECTED COPY -'' Di re'cfor of Publ i c Works ENCLOSURES: For a long time, there has been a shoreline erosion problem at Sewell Park and within the past couple of years this park has been targeted for a shoreline stabilization and an enhancement project. When the City obtained the environmental permits for the Miamarina-Pier 5 project, the State of Florida, Department of Environment Regulation (DER) and the Dade County, Department of Environmental Resources (DERM) required the placement of limestone riprap as mitigation for the project. F Since riprap could not be placed effectively at Miamarina, an alternate site within the City was selected. The agreed upon site was Sewell Park and DER required Sewell Park to be jointly permitted with the Pier 5 project. Similarly, DERM required the City to obtain both environmental permits at the same time and wouldn't issue one without the other. The procurement and placement of riprap was made part of the Pier 5 construction contract. The balance of the Sewell Park Enhancement was separately bid so that the entire project could be fully completed. The contract for this portion of the work is the one being recommended for approval by.the City Commission. As noted above, the Pier 5 construction contract already included F the limestone riprap material to be placed at Sewell Park as E separate bid item. Later, when the U.S. Corps of Engineers reviewed the proposed construction plans for the Sewell Park k shoreline stabilization, they reduced the amount of riprap extending into the Miami River in order to minimize any potential navigational hazard. After the bids were received on the Sewell Park Enhancement portion of the work, it was found that there was a substantial excess of Miamarina Pier 5 riprap. After w discussing this matter with DERM, it was agreed to use the funds { not needed for excess riprap towards the work in the Sewell Park Enhancement portion of the project. In effect, this saves the City money that can be used for future park improvements. t ya. Cesar H. Odio February 25, 1991 City Manager The low bidder on the Sewell Park Enhancement Project was the I' Ebsary Foundation Co. who also was the City's contractor on the Pier 5 Project, Their net base bid after deducting the credits for the excess riprap already in the Pier 5 Project is $250800. This amount together with estimated project expenses is substantially below the City's funds available for this project. The total construction of the Sewell Park Enhancement Project together with the mitigation r i p r a p provided in the Pier 5 project will be $920800. This is 42% substantially below the original estimated cost due largely to the changes required by the U.S. Corps of Engineers. It is recommended that the City Commission award a contract to Ebsary Foundation Co., the low bidder, for the Sewell Park -' Enhancement Project as per the attached resolution and cover memorandum.
