ARTHUR LAWN SERVICE FOR THE FURNISHING OF
GROUNDS MAINTENANCE SERVICES AT TEN (10) CITY
PARKS AND FACILITIES AND AUTHORIZING AND
APPROVING THE AWARD OF SAID RESCINDED
CONTRACT TO THE SECOND LOWEST RESPONSIBLE AND
RESPONSIVE BIDDERS FOR EACH OF THE ABOVE
PARKS WHICH ORIGINALLY WERE PART OF THE BID
UNDER RESOLUTION NO. 89-502, ADOPTED
JUNE 7, 1989, TO PROVIDE GROUNDS MAINTENANCE
SERVICES AT FIFTY (50) CITY PARKS AND
FACILITIES ON A CONTRACT BASIS FOR ONE YEAR
WITH THE OPTION TO EXTEND FOR FIVE ADDITIONAL
ONE YEAR PERIODS FOR THE DEPARTMENT OF PARKS
AND RECREATION, WITH REVISED AWARDS BEING
MADE AS FOLLOWS: J.R. ALVAREZ LAND CLEARING
(HISPANIC) FOR A TOTAL PROPOSED AMOUNT OF
$52,608.00 AND J.W. MAINTENANCE (BLACK) FOR A
TOTAL PROPOSED AMOUNT OF $55,178.00 FOR A
GRAND TOTAL PROPOSED AMOUNT OF $107,786.00;
ALLOCATING FUNDS THEREFOR FROM FY '90-91
OPERATING BUDGET, ACCOUNT CODE
NO. 580302-340; AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE AND
AUTHORIZING THE CITY MANAGER THEREAFTER TO
EXTEND THESE CONTRACTS UPON THE SAME TERMS
AND CONDITIONS, SUBJECT TO THE AVAILABILITY
OF FUNDS.
WHEREAS, purusuant to public notice, sealed bids were
received March 20, 1989 and award was made June 7, 1989 by
Resolution No. 89-502 to five minority vendors to provide Grounds
Maintenance Services to fifty (50) City parks and facilities for
a period of one (1) year with the option to extend for five (5)
additional one-year periods for the Department of Parks and
Recreation; and i
WHEREAS, funds for this service are available from the j
FY '190-91 Operating Budget, Account Code No. 580302-340; and

amount of $55,178.00, for a total proposed amount of $107,786.00;
NOS', THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in tis
Section.
Section 2. The previous award to Arthur Lawn Service for
the furnishing of grounds maintenance services at ten (10) City
parks and facilities is hereby rescinded and the award to the
second lowest responsible and responsive bidders for each of said

parks is hereby made as follows: J.R. Alvarez Land Clearing
(Hispanic) at a total amount of $52,608.00 and J.W. Maintenance
(Black) at a total amount of $55,178.00 for a grand total

proposed amount of $107,786.00 for grounds maintenance to fifty

Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue Purchase Orders

for this service and is hereby authorized thereafter to extend
these contracts annually upon the same term and conditions,

immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution rescinding award of a contract for the
furnishing of Grounds Maintenance at ten (10) City Parks and
Facilities to Arthur Lawn Service and authorizing the award to
the second lowest bidders, which originally were awarded part of
this bid', these services are being used by the Department of
Parks and Recreation to provide grounds maintenance to fifty (50)
City parks and facilities. The ten (10) City parks and
facilities will be distributed as follows:
J.W. Maintenance (Black, owned firm) located at 14132 S.W. 110th
Avenue, Miami, Fla., three (3) additional parks in the amount of
$3,600.00 per year for a total annual amount of $55,178.00.
J.R. Alvarez Land Clearing (Hispanic owned firm) located at 2890
Virginia St., Apt. #507, Coconut Grove, Fla., seven (7)
additional parks in the amount of`$11,052.00 per year for a total
annual amount of $52,608.00.
These are the second lowest responsible and responsive bidders in
accordance with Bid No. 88-89-079. The total proposed first year
cost of this service is now $107,786.00, an increase of $3,312.00
over the previous award, with funds to be allocated from the„
1990-91 Operating Budget Account Code No. 580302-340.

BACKGROUND:
'
This legislativeactionis requested by the Parks and Recreation
Department. The contract for maintenance of 50 City parks was
awarded originally under Resolution No. 89-502. The lowest
bidders were -notified of the award and were asked to provide the
City with a copy of their Insurance Certificate per the City's
requirements. Arthur Lawn Service has notified the Parks
Department that he was sick, under medical treatment, and his
company can no longer provide service to the facilities awarded

Therefore,it is necessary to rescind the award of the Grounds '
Maintenance of the ten (10) City Barks to Arthur Lawn Service and
award it to the second Lowest acceptable responsible and
responsive bidders J.W. Maintenance and J.R. Alvarez Land
Clearing for a total proposed amount of $107,786.00. Funds for
this service are available in the 1990-91 Barks and
Recreation/Operations Division Budget.
