RESOLUTION NO, 9 �.. 158
A RESOLUTION REAPPOINTING COMMISSIONER
{ VICTOR H. DE YURRE CHAIRPERSON OF THE MIAMI
SPORTS AND EXHIBITION AUTHORITY FOR A TERM OF
OFFICE EXPIRING ON FERRUARY 14, 1992.
I
WHEREAS, Commissioner Victor H. De Yurre was appointed,
pursuant to Resolution 90-145, adopted February 15, 1990, to _
serve as Chairperson of the Miami Sports Exhibition Authority for
one year; and
WHEREAS, Ordinance No. 10715, adopted March 8th, 1990,
requires an annual review of the appointment of each City
Commissioner serving as a member of any authority, board or
committee created by resolution or ordinance; and
WHEREAS, the City Commission has reviewed this appointment
and wishes to reappoint Commissioner De Yurre as Chairperson of
the Miami Sports Exhibition Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Commissioner Victor H. De Yurre is hereby
reappointed by the City Commission to serve as Chairperson of the
Miami Sports and Exhibition Authority for a term of office
expiring on February 14, 1992.
Section 3. This Resolution shall become effective

Pursuant to requirement under Ordinance 10715 (attached hereto)
the City, Clerk is directed to provide the City Commission and
City Manager with information concerning the pertinent
authorities, boards or committees, which were created by
ordinance or resolution, in which Commissioners currently serve.
Pursuant to said ordinance, the City Clerk is directed to do so
no later than 60 days before June lst of each year (April 1).
The reason we are bringing up this issue prior to the scheduled
deadline, is to clarify two aspects of the schedule concerning
City Commission terms of office in the various boards (schedule
attached).
Ordinance 10715 prescribes an annual review of said appointments.
However, not all o'f the present appointments expire as of June
1st. For instance, Commissioner De Yurre's term as chairperson
of the Miami Sports and Exhibition Authority expires on February
15, 1991. Also, Vice Mayor Plummer's term, as Chairperson of the
International Trade Board, expires on June 30th. Since June lst
is the date on which all appointments are to be reconsidered by
the City Commission, we hereby respectfully request that the
expiration column in the attached schedule be changed 'to reflect
all City Commissioners' terms ending as of June 1st, except, of
course, for Mayor Suarez, as chairperson of the Downtown
Development Authority who would continue to hold tenure.
Pleasebe also advised that Ordinance 10764 provides that one
City Commissioner may be an ex-officio nonvoting member of the
Coconut Grove Special Festival Committee. Said position is

presently vacant (see -schedule, attached). The City Commission
has the option of either to: (a) Appoint a member whose term of.
office would expire as of June 1st (concurrently with all other
terms);. or b) to keep such position vacant until this issue
comes back for final consideration and action at the first
meeting in June.
If the hereinabove request is granted, then:

(1) On April lst, the City Clerk shall forward to the City
,
Commission the information concerning the authorities,
boards or committees each of them serves as, of that date.'

(2) At the first meeting in May the City Manager shall present
the City Commission with a report on this subject for the
Commission's review and consideration. . The City Commission
will then have 3'0 days to review potential new appointments
or reappointments to said.boerds or committees.
(3) At the first meeting in June, the City Commissionshallmake
its wishes known; and the newly appointed or _reappointed
.members shall serve in their newly appointed offices until
June lot of the following year.

Section 1. In accordance with the provisions of law and with the
provisions of this Ordinance, the appointment of each City Commissioner

steps to implement the provisions of Section 1 hereof by forthwith providing
the City Commission and City Manager with infonnation concerning the affected
authority, boards or cm udttees in regard to the length of past service by
those City Camiissioners so serving thereon. In each succeeding year and not
later than 60 days before the first day of the month set forth in Section 1
above, the City Manager shall print the City Cmmission with a report on
this subject for Commission review and consideration at a City Commission
meeting scheduled to take place no later than 30 days before the first day of
the xmrth set forth in Section 1 above.
Section 3. All ordinances or parts of ordinances in conflict
herewith insofar as they are in conflict with the provisions of this Ordinance

"article", or other appropriate word to acccnplish such intention.
Section 6. This Ordinance shall became effective thirty (30) days
after final reading and adoption hereof.
