WHEREAS, due to recent increases in social unrest, together with incidents and threats of political and criminal terrorism aimed at government institutions, the Miami Police Department now has an immediate need to advance the level of its security; and WHEREAS, the Police Department has been, and remains, a viable target for terroristic attacks; and WHEREAS, the herein security identify individuals attempting to concealed weapons; and screening equipment will enter the building with WHEREAS, the City Manager has made a written finding of an emergency which warrants the waiving of competitive sealed bids; and t WHEREAS, funds to cover the purchase of the equipment are available in the Capital Improvement Bond Project, Project No. 312015, Index Code 299401-840; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: s i Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference '} thereto and incorporated herein as if fully set forth in this {` Section. Section 2. By a 4/5ths affirmative vote of the City Commission, after ,a properly advertised public hearing, the actions of the City Manager in making an emergency finding, waiving competitive sealed bids, and authorizing an emergency purchase of security screening equipment from Astrophysics Research Corporation, are hereby ratified, approved and confirmed, with funding therefor hereby allocated from the Capital Improvement Bond Project, Project No. 312015, Index Code 299401-840. REFERENCES: City Man a e ENCLOSURES: • i' i RECOMMENDATION: It is respectfully requested that a resolution ratifying the City Manager's emergency authorization to purchase security screening equipment from Astrophysics Research Corporation, in the amount of $57,000, be 'approved. BACKGROUND: The Police Department obtained the City Manager's approval to waive the competitive bidding process for the purchase of security screening equipment to be positioned in the entrance to the Police Department. This equipment will be used to identify individuals concealing weapons and attempting to gain access to the Police Department. In light of the recent increases in social ,unrest, together with incidents and threats of political and' narco terrorism aimed at government institutions, the Police Department had an immediate need to increase the level of security. The purchase of this equipment was done on an emergency basis to avoid the delay caused by the competitive bidding process. Ahder. , Jr. REFERENCES Chief of Police ENCLOSURES. One of the major items of importance to the Miami Police Department is the redesign of the Central Headquarters Building Lobby to enhance security. It is of paramount importance that as our firbt line of protection, the Lobby be equipped with state - of -the art detection devices. Installation of this type of equipment will increase our ability to ensure the safety of our employees, our Communications Center and our visitors, by enabling the preliminary search and scan of persons and packages entering the lobby. The Department of Public Works, in preparation for the renovation of the Lobby, included in their concept design an X-ray Security Screening System. The security screening system includes detection devices such as Astrophysics Research Corporation's Linescan System Ten with E-Scan and the Sentrie AT Walk -Through Magnotometer. On September 24, 1990, the Department of Public Works was notified of our approval of the concept and an implementation schedule was requested. We have asked for a progress report on this schedule. In light of the recent increases in social unrest, together with incidents and threats of political and narco terrorism aimed at government institutions, the Police Department now has an immediate need to advance the level of security. Therefore, to immediately strengthen the level of building security as it pertains to persons and packages entering the building from the lobby, we request to purchase as an emergency item the following X-Ray Security Screening System equipment: 1 Linescan System Ten with E-Scan $ 51,000 1 Sentrie AT Walk -Through Magnotometer 41650 1 6' Stainless Steel Baggage Slide 950 1600* *Plus freight from the Miami storage site r°. r 9 1;- sr 3 ors 3� Monies were set aside for this project in the Capital Improvement Mond project account. The Astrophysics Ressarch Corporation advises they currently have j this equipment in the Miami area for immediate delivery and installation. Due to the increased threats throughout the country, this equipment is in high demand while supplies are limited. Pursuant to Sec. 18-52.6 of the city Code your. approval to waive the competitive bid process to purchase the above listed s equipment from Astrophysics Research Corporation as an emergency purchase is requested.
