T J-90-1055 2/14/91 RESOLUTION NO. 91 " 143 A RESOLUTION APPOINTING CERTAIN INDIVIDUALS TO THE CITY OF MIAMI URBAN DEVELOPMENT REVIEW BOARD; FURTHER AMENDING RESOLUTION NOS. 90-292 AND 90r-972 TO PROVIDE A UNIFORM TERM EXPIRATION CALENDAR DATE, DECEMBER 31, FOR ALL MEMBERS SERVING PRESENTLY AND IN FUTURE YEARS. WHEREAS, by Ordinance No. 10674, adopted November 30, 1989, appearing in the City Code as Section 62-83 through 62-88, the City Commission amended the City Code to reconstitute the Urban Development Review Board ("UDRB"), to be comprised of five (5) architects, four (4) landscape architects, and one (1) alternate of either discipline who shall make recommendations to the Planning Director for highly -visible building projects; and WHEREAS, City Code Section 62-84(3), as amended, provides for initially staggered terms for the reconstituted board as follows: four members for a term of three (3) years; three members for a term of two (2) years, and two members and one alternate member for a term of one (1) year, with all subsequent terms for each member to be for a period of three (3) years; and WHEREAS, Ordinance No. 10789, adopted September 27, -1990, 1 modified the membership limitation on professional categories to 1 require a minimum of five (5) architects and allow the remaining — five (5) members to be either architects or landscape architects; 'i and WHEREAS, board members shall be persons of knowledge, experience,- mature judgment and background having. ability, special professional training and interest to act in the public ,. interest in>order to make informed recommendations concerning architecture, urban, physical, landscape and site design; and i WHEREAS, prior to the effective date of Ordinance No. 10789, two architects were appointed as Board members on April 12, 1990 by Resolution No. 90-292 which formalized Motion No. 90-115, adopted Pebruary 1, 19900 with Humberto Alonso to serve an initial term of two (2) years' and Hobert E. Chisholm to serve an initial term of three (3) years; and WHEREAS, at its meeting of April 12, 1990, the City Commission adopted Motion Nos. 90-293 and 90-294, each such motion naming two individuals to serve as Board members but not specifying the initial terms for such members; and WHEREAS, as requested by the Commission at its September 27, 1990 Meeting, the City Attorney recommended the designation or assignment of the initial terms of office for such non -specified membership terms; and WHEREAS, the City Commission, at its meeting of December 6, 1990, adopted Resolution No. 90-972 formalizing previous motions on appointments and specifying initial terms for the remaining eight (8) members of the UDRB; and WHEREAS, for the purpose of clarity, a uniform term expiration calendar date, December 31, is being established by the hereinresolution; and i. WHEREAS, there remains two (2) appointments outstanding and ; subject to nomination by Commissioner De Yurre; NOW, -`THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY j ;. OF MIAMI'? FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth .in this Section. BACKGROUND The chronology is as follows: The Urban Development Review Board(UDRB) was reconstituted by Ordinance 10674, November 30, 1989. By Ordinance 10789, September 27, 1990, the membership qualifications were modified to require a minimum of five (5) architects and allowing the remaining five (5) appointments to be either architects or landscape architects. Resolution No. 90-292, April 12, 1990, formalized Motion No. 90-115 j adopted February 7, 1990, which appointed Humberto Alonso to serve two (2) years and Robert Chisholm to serve a term of three (3) years. By Motions 90-292, 90-293, 90-294, April 12, 1990-,*" the Commission appointed six (6) members, with the exception of Commissioner Be Yurre naming two (2) individuals to the Board. Resolution No. 90-972, December 6, 1990,formalized the previous motions on appointments and specified terms for the remaining eight 8 members of > the UDRB, such terms ending either November 7 or Apr(il 11. : The draft Resolution attached prepared by the Law Department, provides for (2) two appointments by Commissioner Be Yurre with the previously assigned terms of office. The draft also standardizes all terms of office as ending on December 31st, following the term of office.
