A RESOLUTION APPROVING THE PURCHASE OF A FIREARMS/DEADLY FORCE VIDEO SIMULATOR, AND ALLOCATING FUNDS THEREFORt IN AN AMOUNT NOT TO EXCEED $40,000 FROM THE LAW ENFORCEMENT TRUST FUND, SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE WITH SAID PURCHASE TO BE MADE IN COMPLIANCE WITH APPLICABLE CITY CODE PROCUREMENT PROVISIONS. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Miami Police Department Training Unit conducts training in the use of deadly force; and WHEREAS, the original equipment purchased for this purpose is no longer used because of its inadequacy; and WHEREAS, new technology in the field of video equipment has produced a system that is capable of reacting to a police officer's actions in simulated scenarios; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and ' WHEREAS, funds to cover the purchase are available in the � ! City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the t Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The purchase of a Firearms/Deadly Force Video ;; Simulator, is hereby approved, with funds therefor in an amount not to exceed $40r000, being hereby allocated from the City of Miami Law Enforcement Trust fund, Project No. 690001, Index Code 029002-247, such costs having been approVed by the Chief of Police and with said purchase to be made in compliance with applicable City Code procurement provisions. Section 3. This Resolution shall become effective immediately upon its adoption. Funding is to be from the Law Enforcement Trust Fund. BACKGROUND: The Miami Police Department Training Unit conducts training in the appropriate use of deadly force. The system currently being utilized was purchased approximately 10 years ago and is in need of enhancement. New technology in video equipment has produced a state-of-the-art system which will react to a police officers' actions in given scenarios.
