WHEREAS, the 1991 Capital Improvement Ordinance No. 10782, adopted September 27, 1990, appropriated $3,100,000 for the redevelopment and expansion of recreational facilities at Curtis Park; and WHEREAS, the community in the area of said park has demonstrated a critical need for positive leisure activities and recreational opportunities; and WHEREAS, the City Manager has made a written finding that the redevelopment of Curtis Park constitutes a valid public emergency which requires the immediate procurement of the required services, material, goods and/or equipment .to protect r' the health,,. -,safety and welfare of residents and' , fora; , the convenience of the City; and WHEREAS, the nature of said valid public emergency is based on the community's need for.adequate recreational facil ties_'In this,depressed area.of the.City; and w so r ,- W.4 J-91-r140 91- 126 RESCLUT10N NO.
