RESOLUTION NO. 9 1- - 67
A RESOLUTION OF THE MIAMI CITY COMMISSION, ON
BEHALF OF THE CITIZENS OF THE CITY OF MIAMI,
FLORIDA, COMMENDING PRESIDENT GEORGE BUSH AS
A STATESMAN OF INTERNATIONAL STATURE, HAVING
BROUGHT TOGETHER THE CIVILIZED NATIONS OF THE
WORLD TO JOIN FORCES AGAINST THE RUTHLESS
UNPROVOKED AGGRESSION AND TAKEOVER OF THE
NATION OF KUWAIT BY THE GOVERNMENT OF IRAQ;
FURTHER DECLARING SUPPORT FOR PRESIDENT BUSH
AS COMMANDER -IN -CHIEF OF THE UNITED STATES
ARMED FORCES IN HIS COURAGEOUS ACTIONS TAKEN
AGAINST THE GOVERNMENT OF IRAQ FOR VIOLATING
THE SOVEREIGNTY OF A NEIGHBORING NATION,
KUWAIT; SUPPORTING AND COMMENDING THE MEN AND
WOMEN OF THE UNITED NATIONS ARMED FORCES
COALITION AND PARTICULARLY THOSE MEMBERS OF
THE UNITED STATES ARMED FORCES WHOSE
DEDICATION, PATRIOTISM AND EXEMPLARY BRAVERY
BESPEAKS THIS COUNTRY'S LOVE OF FREEDOM AND
THE COMMITMENT OF ITS PEOPLE TO DEMOCRACY;
ACKNOWLEDGING WITH GREAT APPRECIATION THE
RESTRAINT OF THE GOVERNMENT OF ISRAEL IN
WITHHOLDING ITS JUSTIFIABLE COUNTERMEASURES
AGAINST THE ATTACKING IRAQI FORCES AT THIS
TIME; EXPRESSING ADMIRATION AND RESPECT FOR
THE MEMBERS OF THE U.S. HOUSE OF
REPRESENTATIVES AND THE U.S. SENATE FOR THEIR
UNWAVERING SUPPORT OF THE PRESIDENT AT THIS
TIME OF CRISIS; FURTHER DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE HEREIN DESIGNATED OFFICIALS.
WHEREAS, the recent Iraqi invasion of the nation of Kuwait
constitutes a callous disregard for human life and for basic
principles of law; and
WHEREAS, the United Nations adopted a Resolution authorizing
the use of force after January 15, 19919 to compel Iraq to
retreat from Kuwait if Iraq refused to leave voluntarily before
that time; and
WHEREAS, President George Bush exhibited leadership in his
efforts to negotiate and resolve the Persian Gulf crisis in a
peaceful manner while bringing together the nations of the
civilized world; and
WHEREAS, the Congress of the United States voted to support
the President of the United States in his decision to use

military force in the event that Iraq refused to retreat from
=� Kuwait on or before the January 15, 1991 deadline set by the
United Nations; and
WHEREAS, Iraq refused to retreat from Kuwait and defied all
reasonable efforts to resolve the crisis peacefully; and
WHEREAS, President George Bush, as Commander -in -Chief of the
United States Armed Forces, has made the courageous decision to
use military force to implement the United Nations' Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission, on behalf of the
citizens of the City of Miami, Florida, hereby commends President
George Bush as a statesman of international stature, having
brought together the civilized nations of the world to join
forces against the ruthless unprovoked aggression and takeover of
the nation of Kuwait by the government of Iraq, and the
Commission also hereby declares its support of President Bush as
Commander -in -Chief of the United States Armed Forces for his
courageous leadership and actions taken against the government. of
Iraq for violating the sovereignty of a neighboring nation,
Kuwait.
Section 3. The Miami City Commission further supports
and commends the men and women of the United Nations' Armed
Forces Coalition and particularly those men and women of the
United States Armed Forces whose dedication, patriotism and
exemplary bravery bespeaks this Country's love of freedom and its
peoples' commitment to democracy.
Section 4. The restraint shown by the government of
Israel in its withholding justifiable countermeasures against the
attacking Iraqi forces at, this time is hereby acknowledged and
greatly appreciated.

Section 5. The Miami City Commission further expresses
admiration and respect for members of the U.S. House of
Representatives and the U.S. Senate for their unwavering support
of the President at this time of crisis.
Section 6. The City Clerk is hereby directed to transmit
a copy of this Resolution to President George Bush; U.S. Senate
Majority Leader, Senator George Mitchell; Speaker of the U.S.
House of Representatives, Representative Thomas S. Foley; Senator
Bob Graham; Senator Connie Mack; Representative Dante B. Fascell;
Representative William Lehman; and Representative Ileana
Ros-Lehtinen.
Section 7. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 24th day of Januar , 1991.

Dear Ms. Hirai:
Thank you for contacting me and sending me a copy of your
resolution concerning the war in the Persian Gulf. Such statements are a
valuable means of conveying the views of citizens to the President and other
elected representatives and to the public at large.
Now that the hostilities are over, our first priority continues to
be to gain the release of prisoners of war. The return by the Iraqis of a
group of coalition prisoners was a constructive first step. All of us
rejoice for the families and friends of those brave individuals who
sacrificed so much for our country. However, we must continue to press until
all of those who are missing are accounted for.
As our troops begin to return to their homes and families, all of
us have the opportunity to express our gratitude and admiration for their
accomplishments. This is a great moment for all Americans and one in which
we can be very justifiably proud.
Again, thank you for contacting me. Although the war is over, the
work has just begun on what measures can be taken to assure a more stable and
secure future for all of the peoples of the Middle East. Please be assured
that I, and the House Committee on Foreign Affairs, which I have the honor to
chair, will be looking at these questions in the coming months.

Dear Ms. Hirai:
Thank you for contacting me to express your views about
the situation in the Persian Gulf. I appreciate hearing from
you.
As you may know, I supported continued reliance upon
sanctions, as an alternative to war, when this matter was
debated in the Senate in January.
However, a majority of the Congress did support
authorizing the immediate use of force by the President, and
the President has now chosen to use that authority granted
him. I hope, as I know all Americans do, that there will be a
swift resolution to this conflict, with a minimum of damage
and loss of life. In spite of our differences in the past, we
must all join now in full support of the men and women serving
with such great courage and skill in the Gulf.
