RESOLUTION NO. 4 J- _ 64
A RESOLUTION APPROVING THE USE OF CITY -OWNED
PROPERTY LEGALLY DESCRIBED AS LOT 7, BLOCK 1,
PINE HIGHLANDS SUBDIVISION, COMMONLY
DESCRIBED AS 779 NORTHWEST 57TH STREET,
MIAMI, FLORIDA, BY THE FRIENDSHIP MISSIONARY
BAPTIST CHURCH, INC., FOR THE PURPOSE OF
PROVIDING PARKING FOR AREA RESIDENTS AND FOR
ITS USE BY AREA RESIDENTS FOR RECREATIONAL
PURPOSES; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE A REVOCABLE PERMIT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
USE OF LOT 7, BLOCK 1, PINE HIGHLANDS
SUBDIVISION, COMMONLY DESCRIBED AS 779
NORTHWEST 57TH STREET, MIAMI, FLORIDA, FOR
THE AFOREMENTIONED PURPOSE; FURTHER
STIPULATING THAT ANY AND ALL STRUCTURES
AND/OR IMPROVEMENTS ON THE SITE SHALL BECOME
THE PROPERTY OF THE CITY IMMEDIATELY UPON
THEIR COMPLETION.
WHEREAS, on January 10, 1991, representatives of the
Friendship Missionary Baptist Church, Inc. made a personal
appearance before the City Commission to apply for use of City -
owned space legally described as Lot 7, Block 1, Pine Highlands
Subdivision and commonly described as 779 Northwest 57th Street,
Miami, Florida, for the establishment of a parking facility to
provide parking for area residents and for its use by area
residents for recreational purposes; and
WHEREAS, the City Commission's approval of the issuance of a
revocable permit for use of Lot 7, Block 1, Pine Highlands
Subdivision, commonly described as 779 Northwest 57th Street,
will be the most feasible and suitable method to accomplish the
herein stated purposes; and
WHEREAS, the Friendship Missionary Baptist Church, Inc.
agreed that any structures and/or improvements constructed on the
property by permittee shall become the property of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Friendship Missionary Baptist Church,
Inc.'s request for use of Lot 7, Block 1, Pine Highlands
Subdivision, commonly described as 779 Northwest 57th Street,
Miami, Florida, for the purpose of providing parking for area
residents and for the use by area residents for recreational
purposes of said property is hereby approved.
Section 3. The City Manager is hereby authorized to
issue a revocable permiti/, in a form acceptable to the City
Attorney, to the Friendship Missionary Baptist Church, Inc. for
the use of City -owned Lot 7, Block 1, Pine Highlands Subdivision,
commonly described as 779 Northwest 57th Street, Miami, Florida,
in accordance with said Permit for the purpose of providing
parking for area residents and for its use by area residents for
recreational purposes.
Section 4. Any and all structures and/or improvements
constructed on the property by the Friendship Missionary Baptist
Church, Inc. shall become the property of the City immediately
upon their completion.
Section 5. This Resolution shall become effective
immediately upon its adoption.

Dear Commissioner Dawkins:
I have had the honor of representing the Friendship Missionary Baptist
Church continuously since 1947 and have seen all of the good work they
have done for their parishioners and the City of Miami as a whole.
I have working with Pastor Dale L, Powell, the Board of Deacons and
Trustees, Deacon Smart, Chairman,and Brother Robert Williams, to expand
the facilities of the Friendship Missionary Baptist Church presently
located at 740 N.W. 58th Street, Miami, Florida.
I have obtained a contract to purchase a portion of Lot 8, Block 1, of
Pine Highlands also known as 5710 N.W. 7th Court, Miami, Fla. The balance
of lot 8 and all of lot 7 is owned by the City of Miami. I refer you to
letter dated December 3, 1990 forwarded to you from the Board of Deacons.
I wish to thank you in behalf of Pastor Powell, the Board of Deacons and
Trustees and the congregation of Friendship Missionary Baptist Church.

community., our church is in the process of procuring the property lo-

property for the even greater furtherance and expansion of our minis-
try in this community, but we are not financially able to purchase both

It is our prayerful desire that the City of Mi-mi, in the interest of
ensuring that this property is developed with the spiritual and social
betterment and enrichment of the total community in mind, would see fit to
donate this adjoining parcel to our church.
We are striving to obtain enough land to develop facilities in addition
to our present sanctuary and small multipurpose annex which can be used to
exert an even greater positive impact on those around us.
