A RESOLUTION APPOINTING FOUR
INDIVIDUALS TO SERVE AS MEMBERS OF
THE CITY OF MIAMI AFFIRMATIVE ACTION
ADVISORY BOARD AND CONFIRMING THE
SELECTION OF ONE INDIVIDUAL BY
CERTIFIED BARGAINING REPRESENTATIVES
OF CITY EMPLOYEES AND RECOGNIZING
SAID INDIVIDUAL AS A BOARD MEMBER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The following individuals are hereby appointed to
the City of Miami Affirmative Action Advisory Board, for a two-
year period, effective January 10, 1991:

City Attorney, dated October 11, 1988, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated April 3, 1989 on legal requirements
concerning Conflict of Interest and Dual Office Holding
circumstances which may prohibit your membership in said bodies.

SUBJECT: Resolution Appointing
and Confirming
Individuals to the
Affirmative Action
REFERENCES Advisory Board
ENCLOSURES:
RECOMMENDATION:
It is respectfully recommended the City Commission adopt the
attached resolution authorizing the appointment of four
individuals and confirming the appointment of one to serve on the
Affirmative Action Advisory Board.
BACKGROUND:
The Department of Internal Audits and Reviews respectfully
requests the appointment and confirmation of individuals to the
Affirmative Action Advisory Board. At the present time,
Hispanics are significantly underrepresented on the Board,
comprising 17% of the Board membership as compared to 59% of the
City of Miami general population.
The confirmation of Mr. Omar Castro to the Affirmative Action
Advisory Board is requested. Due to his retirement, Mr. Robert
Mack will no longer represent the American Federation of State,
County, and Municipal Employees (A.F.S.C.M.E), Local 1907. Mr.
Castro has been appointed by A.F.S.C.M.E. to ..'act as its
representative for a term expiring January 10, 1993.
Further, four (4) vacancies exist on the Board. Two of those
currently serving, Ms. Nora Hernandez -Hendrix, appointed by
Commissioner Dawkins, and Ms. Laurastine Pierce, appointed by
Commissioner DeYurre, are interested in serving again. The
remaining two vacancies require appointment by Mayor Suarez.
In accordance with administrative policy, I am notifying you of
the above so that you may confirm and appoint members to the
Board as provided for in Section 1 of Ordinance No. 9139.
