RESOLUTION NO.
A RESOLUTION AUTHORIZING THE PURCHASE OF TEN
(10) POLICE HORSES, OVER A FIVE (5) YEAR
PERIOD, AT A TOTAL EXPENDITURE NOT TO EXCEED
$30,000, AND ALLOCATING FUNDS THEREFOR FROM
THE LAW ENFORCEMENT TRUST FUND, SUCH
EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF
OF POLICE AND BEING SUBJECT TO APPLICABLE
CITY CODE PROCUREMENT PROVISIONS.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department Mounted Patrol
currently obtains horses from donations by citizens; and
WHEREAS, in an eighteen month period, seventeen horses were
received and evaluated at a cost of $8,350; and
WHEREAS, none of the seventeen horses were able to be
utilized by the Miami Police Department for patrol purposes; and
WHEREAS, trained police horses are available through the
National Mounted Police Training Group, and are guaranteed
physically sound and offered on a thirty (30) day no -obligation
basis; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the proposed expenditure
complies with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the purchase are available in the
City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 029002-247;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of ten (10) police horses, over a
five (5) year period, is hereby authorized, in an amount not to

exceed $30,000, with funds therefor being hereby allocated from
the Law Enforcement Trust Fund, Project No. 690001, Index Code
029002-247, such expenditure having been approved by the Chief of
Police, and being subject to compliance with applicable City Code
procurement provisions.
Section 3. This Resolution shall become effective
immediately upon its adoption.

SUBJECT: Purchase of Police Horses

It is respectfully requested that a Resolution authorizing the
purchase of ten (10) police horses, over a five (5) year period,
at a total cost of $30,000, and allocating funds therefor from
the Law Enforcement Trust Fund, be approved.
The Miami Police Department traditionally obtains police horses
through donations. Over a recent eighteen month period,
seventeen (17) horses were received and evaluated by the Mounted
Unit. The cost for evaluating these horses was approximately
$8,350. This was so even though the Unit was unable to use any
of the horses. The longest any of the horses was kept was
twenty-eight (28) weeks.
Trained police horses are available through the National Mounted
Police Training Group. These horses are *'screened and
specifically trained for all aspects of Mounted Police work. All
horses are guaranteed physically sound, and offered on a thirty
(30) day no -obligation evaluation period. Other police
department's utilizing these horses have been contacted and have
expressed complete satisfaction.
It is therefore, recommended that a Resolution authorizing the
purchase of ten (10) police horses at a total cost of $30,000,
and allocating funding therefor from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247, be approved.

AFFIDAVIT
I, Perry L. Anderson, Jr., Chief of Police, City of Miami, do
hereby certify that the aforementioned request for expenditures
from the City of Miami Law Enforcement Trust Fund, for the
purchase of Ten (19) Police Horses, over a Five (5) year period,
at an estimated cost of S30.000, complies with the provisions of
Section 932.704, Florida Statutes.
