RESOLUTION NO. y "' 2
A RESOLUTION APPROVING THE FUNDING OF A
PRODUCTION OF AN ANTI -SUBSTANCE ABUSE PLAY,
IN CONJUNCTION WITH THE COCONUT GROVE
PLAYHOUSE, AT A COST OF $100,000; FUNDING
TO BE PROVIDED FROM THE LAW ENFORCEMENT TRUST
FUND, UPON SUCH COSTS HAVING BEEN APPROVED
BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami, along with the rest of the
nation, has experienced a major increase in crime due to the
abuse of alcohol and controlled substances; and
WHEREAS, the theater is an effective medium for the
transmission of information to junior high and high school
students regarding the prevention of substance abuse; and
WHEREAS, the Coconut Grove Playhouse/ has proposed the
production of a play to be presented in area schools,
particularly inner city schools; and
WHEREAS, the cast members will be trained in the area of
substance abuse counseling and will conduct post performance
discussions; and
WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund;
The correct name of this entity is Coconut Grove Playhouse,
Inc.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted.
Section 2. The funding of a production of an anti -substance
abuse play, in conjunction with the Coconut Grove Playhouse, at a
cost of $100,000, is hereby approved2/with funding to be provided
from the City of Miami Law Enforcement Trust Fund, Project No.
690001, Index Code 029002-247, upon such costs having been
approved by the Chief of Police.
Section 3. This Resolution shall become effective

RECOMMENDATION: -
It is respectfully recommended that a Resolution authorizing
funding for the production of a play dealing . -with substance
abuse, be approved. This production will be presented by the
cast of the Coconut Grove Playhouse, and funding will be the Law
Enforcement Trust Fund, in the amount of $100,000.
The Police Department supports the efforts of community groups in
the fight against substance abuse. The Coconut Grove Playhouse
is the largest regional theatre in the State of Florida and
maintains a commitment to our community. The Playhouse is
located within the City of Miami and is recognized nationally.
Over the past five years the institution has demonstrated its
commitment to educational programs relating to theatre and its
influence on young people.
Because of the effectiveness of theatre as a medium for the
transmission of information to junior high and high school
students, the Police Department has sought the assistance of the
Coconut Grove Playhouse in producing .a play dealing with
substance abuse that will be presented in area schools. Cast
members will be trained in substance abuse counselling and will
follow each presentation with classroom discussion. Teachers
will be provided a Teachers Resource Guide for pre and post
performance activities.
F.S.S. 932.704 provides that Law Enforcement Trust Funds may be
used for "...crime prevention, or drug education programs or for
other law enforcement purposes." This proposal clearly falls
within statutory guidelines. A program account will be
established and all of the appropriate paperwork ensuring future
royalties earned from distribution of the play will be
documented. This program account will be subject to 'audits by
the Miami Police Department at its request.
It is, therefore, recommended that the Resolution authorizing the
funding of a production of a play dealing with substance abuse,
in the amount of $100,000, funding to be provided from the Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002 -
247, be approved. 91- 9 9
