RESOLUTION NO. 91 -- 22
A RESOLUTION CONCERNING THE CITY OF MIAMI'S
APPLICATION TO THE U.S. DEPARTMENT OF
INTERIOR NATIONAL PARK SERVICE FOR GRANT
FUNDING FOR CAPITAL IMPROVEMENTS TO DORSEY
PARK UNDER THE URBAN PARK AND RECREATION
RECOVERY PROGRAM (UPARR), AUTHORIZING THE
CITY MANAGER TO SUBMIT SAID APPLICATION
REQUESTING FUNDS IN THE AMOUNT OF $250,000
WITH A LOCAL MATCH OF $50,000, ALLOCATING
FUNDS FOR SAID MATCH FROM THE EXISTING
CAPITAL IMPROVEMENT PROJECT ENTITLED "DORSEY
PARK RENOVATIONS" PROJECT NO. 331357; FURTHER
SUPPORTING SAID APPLICATION AND PROJECT AS
?ART OF COMPREHENSIVE LOCAL EFFORTS TO
REVITALIZE THE OVERTOWN NEIGHBORHOOD
COMMUNITY.
WHEREAS, the federal government has appropriated funds to
the Urban Park and Recreation Recovery Program administered by
the National Park Service and will be accepting grant
applications from eligible local governments and agencies; and
WHEREAS, the City Manager and the Director of the Department
of Parks and Recreation recommend that said grant funds be sought
for capital improvements to Dorsey Park, located at 1701
Northwest First Avenue in historic Overtown; and
WHEREAS, said project will consist of comprehensive
renovations to the park 's recreational facilities, including,
without limitation, such amenities as the recreation building and
its handicapped accessibility, the softball field and its
lighting, bleachers and dugouts, the basketball and handball
courts, the playground, general site furnishings, landscaping and
irrigation; and
WHEREAS, Dorsey Park has been recommended due to the current
condition of existing recreational facilities, the need to
provide adequate recreational facilities in the economically
depressed Overtown neighborhood, and in order to further efforts
by both public and private entities to revitalize the Overtown
area; and

WHEREAS, funds in the amount of $250,000 will be requested
under the UPARR Program, and the required local match of $50,000
is now available in the Capital Improvement Program, Project No.
331357 as appropriated by Ordinance No. 10782 adopted
September 26, 1990; and
WHEREAS, an additional $15,000 has been received from a
private donor for Dorsey Park, and appropriated into the Park
Development Fund by Ordinance No. 10731, adopted May 24, 1990,
and will also be used in said project; and
WHEREAS, while Resolution No. 89-912 adopted October 12,
1989 gives authority to the City Manager to make such
application, the City Commission desires to go on record in
strong support of this project for the above stated reasons, in
particular, those relating to the revitalization of this core
urban neighborhood;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to submit
an application to the U.S. Department of Interior, National Park
Service for grant funding for capital improvements to Dorsey Park
located in Overtown, under the Urban Park and Recreation Recovery
Program, therein requesting a grant in the amount $250,000 with
the required local match of $50,000 hereby allocated from Capital
Improvement Project No. 331357 entitled "Dorsey Park
Renovations".
Section 2. The City Commission hereby expresses its support
of said application and project as part of comprehensive local
efforts to revitalize the Overtown community.
Section 3. This Resolution shall become effective
immediately upon its adoption.
