A RESOLUTION RELATED TO KIZOMBA TO BE
CONDUCTED BY MIAMI-DADE COMMUNITY COLLEGE,
WOLFSON CAMPUS, ON FEBRUARY 23, 1991;
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS
TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING
A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; CONDITIONED UPON THE ORGANIZERS
PAYING FOR THE NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENT AND
SUBJECT TO THE ORGANIZERS OBTAINING INSURANCE
TO PROTECT THE CITY IN THE AMOUNT AS
PRESCRIBED BY THE CITY MANAGER OR HIS
DESIGNEE.
WHEREAS, Miami -Dade Community College will conduct Kizomba
on February 23, 1991; and
WHEREAS, certain streets shall be closed to through
vehicular traffic, establishing a pedestrian mall during
specified dates and hours to insure the safety of the
participants and pedestrians attending this event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the 1991 Kizomba to
be conducted by Miami -Dade Community College, Wolfson Campus, the
following streets are hereby closed to through vehicular traffic
from 12:00 Noon on Friday, February 22, 1991 to 12:00 Noon on
Sunday, February 24, 1991 as specified below:
Northeast Second Avenue from Northeast Fifth Street
(Southside) to Northeast Third Street (Northside).
Northeast Fourth Street from Biscayne Boulevard
(Westside) to Northeast Second Avenue.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue

and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 3. The herein authorizations are hereby conditioned
upon the organizers paying for the necessary costs of City
services associated with said event and obtaining insurance to
protect the City in the amount as prescribed by the City Manager
or his designee.
Section 4. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES :January 10, 1991
It is respectfully recommended that the City Commission adoPt the
attached resolution authorizing street closures in the vicinity of
Miami -Dade Community College Downtown Campus in connection with the
1991 Kizomba to be conducted by the College on February 23, 19910
subject to the issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. This authorization is
conditioned upon the organizers paying for all the necessary costs of
City :services associated with said event and subject to the
organizers obtaining insurance to protect the City in the amount as
prescribed by the City Manager or his designee.
BACKGROUNDS .
The Department of Community Development has prepared the appropriate
legislation which authorizes the closure of certain streets in the
vicinity of Miami -Dade Community College Downtown Campus on February
22, 23, and 24, 1991 for Kizomba - Evening of Blues. This is the
fifth year of- Kizomba, a celebration of Black heritage with food,
drinks and fantastic blues music. In past years Kizomba was held on
the grounds of the Wolfson (Downtown) Campus. However., this year, the
organizers are expanding the festival and have requested that certain
streets be closed for the event. The organizere have met with the
sppecial Events Committee (including the Police Department) to discuss
tt�a event.
