A RESOLUTION ESTABLISHING A SPECIAL MOORING
AND DOCKAGE FEE OF $0.65 PER LINEAR FOOT PER
DAY FOR THE USE OF AVAILABLE SLIPS AT
MIAMARINA BY PARTICIPANTS AND GUESTS OF THE
BISCAYNE BAY MARRIOTT HOTEL AND MARINA AND
THE MIAMI INTERNATIONAL BOAT SHOW IN
CONNECTION WITH SAID EVENT DURING THE PERIOD
FEBRUARY 9 - 23, 1991; SUBJECT TO AND
CONTINGENT UPON SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE
ADMINISTRATION OF THE CITY OF MIAMI; FURTHER
AUTHORIZING AND DIRECTING THE CITY MANAGER TO
ESTABLISH SPECIAL MOORING AND DOCKAGE RATES
FOR THIS EVENT IN SUBSEQUENT YEARS, SUBJECT
TO AVAILABILITY OF SLIPS AND BASED UPON
CONSIDERATIONS OF THE THEN -CURRENT MARINA
OPERATING COSTS AND DOCKAGE FEES, INCREASES
IN THE CONSUMER PRICE INDEX, AND AN EQUITABLE
VOLUME DISCOUNT.
WHEREAS, the Department of Parks and Recreation is
responsible for the operation of the City -owned Miamarina on an
enterprise fund basis; and
WHEREAS, the Biscayne Bay Marriott Hotel and Marina has
requested the use of any and all available slips at said marina
for the accommodation of guest, participant and other vessels
during the Miami International Boat Show in 1991; and
WHEREAS, the Director of said Department anticipates that
approximately 60 to 80 slips would be available for such use
during the period requested, February 9 through 23, 1990; and
WHEREAS, for the past three years, the City has established
a special mooring and dockage rate for this arrangement which is
less than the normal transient vessel rate of $0.75 but which has
been an adequate return to the City given the number of vessels
brought in, and this activity has been properly conducted; and
WHEREAS, the City Manager and the Director recommend that a
special dockage rate of $0.65 per linear foot per day, an
increase of $0.05 over last year's rate, is appropriate for this
activity in 1991; and

WHEREAS, officials of the Biscayne Bay Marriott Hotel and
Marina have again agreed to cover applicable services charges and
to abide by such other conditions and limitations as may be
prescribed by the Marina Dockmaster and by the Administration;
and
WHEREAS, officials of the Biscayne Bay Marriott Hotel and
Marina have also requested that discounted mooring and dockage
rates be established for the same event has may be conducted in
subsequent years; and
WHEREAS, Section 53-86 of the City Code allows that the City
Manager shall establish mooring and dockage fees on an annual
basis in accordance with designated criteria; and
WHERAS, it is recommended that the City Manager also be
authorized to establish special or discounted rates for this
event in subsequent years based upon considerations of the then -
current marina operating costs and dockage fees, increases in the
Consumer Price Index, and an equitable volume discount for the
number of vessels being brought in, provided that such
considerations shall not be inconsistent with those delineated in
Section 53-86 of the City Code;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals contained in the Preamble to this
Resolution are hereby adopted by reference thereto and
incorporated herein as if fully set forth in this Section.
Section 2. A special mooring and dockage fee of $0.65 per
foot per day is hereby established for the use of available slips
at Miamarina by participants and guests of the Biscayne Bay
Marriott Hotel and Marina and the Miami International Boat Show
in connection with said event during the period February 9 - 23,
1991.
Section 3. The establishment of said special fee is hereby
subject to and contingent upon the sponsors' and/or vessel
owners' compliance with any and all applicable directives and/or
requirements of the administration of the City of Miami,
including those required by the marina dockmaster.

Section 4. The City Manager is hereby authorized and
directed to establish special or discounted rates for this same
event in subsequent years, subject to the availabilty of slips
and based upon considerations of the then -current marina
operating costs and dockage fees, increases in the Consumer Price
Index, and an equitable volume discount for the number of vessels
being brought in, provided that such considerations shall not be
inconsistent with those delineated in Section 53-86 of the City
- Code.
Section 5. This Resolution shall become effective
immediately upon its adoption.

SUBJECT: Dockage Fee for Boat Shows

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution to establish a special mooring and dockage
fee of $0.65 per foot per day at Miamarina for guests and
participants of the Biscayne Bay Marriott Marina and the Miami
International Boat Show in connection with that event during the
period February 9 through 23, 1991. The resolution would also
authorize the City Manager to establish special or discounted
rates for this same event in 1992, subject to the availability of
slips and based upon specified criteria.
BACKGROUND
The Department of Parks and Recreation is responsible for the
operation of the City -owned Miamarina adjacent to the Bayside
Specialty Center. The Biscayne Bay Marriott Hotel and Marina has
requested the use of any and all available slips at said marina
for the accommodation of guest, participant and other vessels
during the Miami International Boat Show in February of 1991.
For the past three years, the City Commission has established a
special mooring and dockage rate for this arrangement. These
rates have been less than the normal transient vessel rate of
$0.75, but the City has received an adequate financial return
given the large number of vessels brought in for the event.
For the 1991 show, we anticipate that approximately 60 to 80
slips would be available for this purpose, and we recommend that
a special dockage rate of $0.65 per linear foot per day be
established. This rate represents an increase of $0.05 over last
year's rate, and is justified based on increased marina operating
costs. As in the past, the dockmaster of the Biscayne Bay
Marriott Marina has agreed to provide an advance deposit and pay
all required fees directly to the City.
If adopted, the attached legislation would also authorize the
City Manager to establish special or discounted rates for this
same event in 1992, subject to the availabilty of slips and based
upon the following considerations: the then -current marina
operating costs and dockage fees, increases in the

Consumer Price Index, and an equitable volume discount for the
number of vessels being brought in. These frctors must also be
weighed against the criteria delineated in Section 53-86 of the
City Code, which authorizes the City Manager to establish mooring
and dockage fees on an annual basis.
