RESOLUTION NO. 91 - 03
A RESOLUTION ACCEPTING THE BID OF THE
POOLE AND KENT COMPANY, IN AN AMOUNT NOT
TO EXCEED $74,100.00, BASE BID OF THE
PROPOSAL, FOR STORM SEWER PUMP
REPLACEMENTS - 1990; WITH MONIES
THEREFOR ALLOCATED FROM THE 1991 CAPITAL
IMPROVEMENT ORDINANCE NO. 10782, PROJECT
NO. 352184, IN THE AMOUNT OF $74,100.00
TO COVER THE CONTRACT COST; AND
$16,507.00 TO COVER THE ESTIMATED
EXPENSES, FOR A TOTAL OF $90,607.00;
AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT WITH SAID FIRM.
WHEREAS, sealed bids were received December 4, 1990, for
STORM SEWER PUMP REPLACEMENTS - 1990; and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid from THE POOLE
AND KENT COMPANY, be accepted as the lowest responsible and
responsive bid; and
WHEREAS, the 1991 Capital Improvement Ordinance
No. 10782, was adopted on September 27, 1990, and monies are
available for the proposed amount of the contract, project
expense, and incidentals under Project No. 352184 of said
ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The December 4, 1990, bid of THE POOLE AND
KENT COMPANY, in an amount not to exceed $74,100.00, for the
project entitled STORM SEWER PUMP REPLACEMENTS - 1990, for the
base bid of the proposal, based on lump sum and unit prices, is
hereby accepted at the price stated therein.
Section 2. The total project cost of $90,607.00 is
hereby allocated from the 1991 Capital Improvement Ordinance No.
10782, Project No. 352184. Said total project cost consists of
the $74,100.00 contract cost and $16,507.00 estimated expenses
incurred by the City.

Section 3. The city Manager is hereby authorized to
enter into a contract!- / on behalf of the City of Miami with THE
POOLE AND KENT COMPANY, for STORM SEWER PUMP REPLACEMENTS - 1990,
base bid of the proposal.
Section 4. This Resolution shall become effective
immediately upon its adoption pursuant to law.

The project consists of the replacement of two existing vertical propeller pumps (5,000 g.p.m.
and 15,000 g.p.m.) in an existing City of Miami stonrwater pump station. City regulations will
allow bidders too furnish bid bonds in a000r*m with Rlesolutions No. ffi-W and No. 87-M. For
technical questions regarding plans and specifications, please contact Daniel C. Brenner, P.E.,
Environmental Engineer, at (305)579-6865. Prospective bidders will be required to suit, with
their bid, a coW of the apprnpriate Certificate of CoVewncy, as Issued by Dade Cwny, which
authorizes fire bidder to perform the proposed work.
All bids shall be submitted In accordance with the Instructions to Bidders and Specifications.
New City regulations will require each bidder to submit proposals in diplicat3e originals. Plans
and specifications may be obtained from the office of the Director of Public Wo-rx-s-,-M N.W. 2
Street, 3rd floor, Mi arm , Florida, 33128, on or after November 15, 1990. If bidders Wish, a set
of plans and specifications will be mailed to than by writing to the Department of Public Works
and including a separete check for $8. There will be a $2D deposit required for the first set of
plans and ti specs icaf 'ons. Additiona-Fsets may be purctin-W for a fee of $ 0 per set ar s is
not refundable. Deposits will be refunded only upon the return of one set of plans and
specifications to the Department of Public Works, unmarked and in good condition within two (2)
weeks after the opening of the bids.
Bidders are alerted to the provisions of Ordinance No. 10538 regarding allocation of contracts to
minority vendors. The City will expect prospective bidders to submit an Affirmative Action Plan,
as defined in said Ordinance, and as required in the Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which implements the "First Source Hiring
Agreement." The object of this ordinance is to provide employment opportunities to City of Miami
residents on contracts resulting in the creation of new permanent jobs. Contractors may be
eligible for wage reimbursement under this program. For further information contact the
Department of Public Works, City of Miami, at (305)579-6856. A MZ Perlbnomm Bond will be
required for this pmiect.
Proposal includes the time of perfmn=e, and specifications contain provisions for liquidated
damages for fai 1 u re to carpl ete the work on time. The City Camm ssi on reserves the right to
waive any informality in any bid, and the City Manager may reject any or all bids, and
readvertise (B-5548b Req. 5610).

It is respectfully recommended that the City Commission adopt the
attached resolution accepting the low bid of The Poole & Kent
Company, a company located within Dade County and within the City of
Miami, for STORM SEWER PUMP REPLACEMENTS - 1990, received
December 4, 1990 in the amount of $74,100.00, Base Bid; authorizing
the City Manager to enter into a contract on behalf of the City.
