AN ORDINANCE AMENDING CHAPTER 22, ENTITLED "GARBAGE AND TRASH", OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, BY PROVIDING A DEFINITION FOR "ROOMING AND BOARDING HOUSES"; FURTHER BY PROVIDING FOR A FIXED ANNUAL WASTE FEE FOR SUCH ROOMING AND BOARDING HOUSES; AND BY INCREASING THE WASTE FEES FOR CERTAIN COMMERCIAL GARBAGE SERVICES; MORE PARTICULARLY BY AMENDING SECTION 22-1 AND SUBSECTIONS 22-12,(c), (d), (e), (f), (g) and (h); CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE, AND PROVIDING FOR EFFECTIVE DATE. WHEREAS, the City Commission recognizes the need to maintain and provide for the collection and disposal of waste from rooming and boarding houses in a sanit ry manner in order t tect the public health, safety and ge ral welfare of its c' i s; and WHEREAS, the City Co sion desires to a' tain a fair and equitable cost allocat' or the pro n waste services to rooming and boardiisigouses; and WHEREAS, th C ty Commission es to maintain a fair and equitable(nd t al ocation f^C tht vision of City solid waste services; WHEREA scale fees cha to the City by Dade County have increased ove the past ye rs resulting in a proportionate increase to the City's operational costs of solid waste disposal currently being absorbed by the City's budget; and WHEREAS, the City Commission recognizes the City's need to adjust waste fees charged to commercial establishments to accurately reflect increases to the City's operational cost and the cost of solid waste disposal due to increases in Dade County scale fees charged to the City; and WHEREAS, the City Commission further recognizes the need to maintain the public right-of-way in a sanitary manner in order to protect the public health, safety and general welfare of its citizens; and
