RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution related to the conveyance of a City -owned 30,000
sq. ft. unpaved parking lot to the Miami Mental Health Center for
development of a twenty unit residential building for non -elderly
handicapped persons. Section 202 of the Housing Program of the
United States Department of HUD allows for the conveyance of property
without formal bid. The fair market value as appraised by J. Mark
Quinlivan, member of the American Institute of Real Estate
Appraisers, is $270,000. The attached resolution further authorizes
the City Manager to execute a purchase and sale agreement for
conveyance of said parcel and reaffirms $2700000 as the reimbursement
amount to be paid by the Miami Mental Health Center to the City of
Miami.
BACKGROUND:
The Department of Development, Property & Lease Management Division,
recommends ratification of the attached resolution in connection with
conveyance of a City -owned lot to the Miami Mental Health Center.
The Miami .Mental Health Center is interested in buying the property
and developing a twenty (20) unit residential building consisting of
sixteen (16) one bedroom and four (4) efficiency units which will be
for non -elderly handicapped persons.
The City of Miami is concerned for the welfare of its residents, some
L." of,.whom require -special services to meet their particular needs.
Because many such residents require special housing, it would be most
• advantageous for theCity to cooperate with an agency willing to
. build a -housing development to serve these residents. Section 202.of
the Housing Program of the U. S. Department of HUD allows for
' conveyance of property without formal bid.
The City owns a 30,000 sq. ft. unpaved parking lot which.is presently
forsale and which has been appraised by J. Mark Quinlivan, member of
