On`July'27, 198g, the City Commission_dixected staff to hold
a Workshop with vendors"doing business around the meta- Juottce
Building.. "Consequent public advertised public hearfng was held at
City IIaII on. August' 23, , 1989, at which various "dopa.rtments and
agenci" of-.,,theCity and' County met with the otreet vendors and
their representatives.' These parties voiced their opiiiibne and
gave testimony on the vending situation at several additional`
locations. Also in attendance at said meeting wore
representatives of several public facilities, including the Miami.
Arenat who raised the issue of vending problems rind the need- to
regulate ouch activity around those facilities.

An oral report was delivered to the City Commteeion by this
Office on September 14, 1989. At that same time en emergency r
ordingnce (Attachment "A") was proffered for the City
Commission's consideration which would have established Public
racilities limited Vending Districts around the Oronge Sows., -
Miami Hobby Moduro Baseball stadium and the,Miami Arena.
The Commission rejected this emergency ordinance and said
the matter needed additional study. '
The Miami Sports and Exhibition Authority and Miami Arena ',

After attending the August 231 1989 meeting hosted by your panel,
I wanted to take a moment to present our concerns in writing.
MQat of the sidewalks leading to the area are lose than to feet in
width. However, there is one sidewalk that is approximately 20 to
25 feet in width. Because of railroad signals and landscaping the
actual space used is about 1$ to 20 foot.
We have asked the police officers assigned to our events to Align
the vendors and their carts in a fashion that 'creates an
unobstructed thoroughfare for patrons eomin9 from 1) the metro
rail, 2) the metro buses, 3) the parkinq lots and 4) pedestrian
dro off areas west of the rail station, one would think that this
would provide aderpiate space for all concerned, but it does not.,
Because the area is so heavily populated b vendors ( 18 to 30
depending on the event ) and their service ines ( approximately
io 1 diameter per cart ) there is no adequate th,oxoughf4 re for the
_ patrons.
It the police do not make an effort to coordinate the vendors in
the area, we find carts all over the place. In both cases vendors -
are always removed from the immediate property of the arena.
In addition to the above problems, are the following,
a) open flames
b) obstruction of ourb cuts
a) purchase by pressure
4) obscene lanquage

3) Lew enforcement officers for the protection of the vendors
( business. ) and the patrons ( citizens ) that they service

4) The assignment of a sizeable labor craw to clean the
street* around the arena, the immediate areas of the'
vendors and replace the liners at trash recepttc1gs during
and post each event.

depertmmnts issuing permits, then we will continue to have!An
unorganized, unsitely, obstruction present at our front doors. The

understand that this is a. vast improvement.
