I fully .:support the efforts of Cam Jacobs to clean up the unsanitary and
unsightly nuisance that continues to exist behind and adjacent to his building.
The building is adjacent to the studios of WLRN-TV, Channel 17. Members of our
staff and guests are continually embarrassed by those who regularly relieve
themselves in the alley.

The Special Investigative Unit of the Dade County School
System has been contacted by Mr. Ga2neron Jacobs, owner of
commercial business property in the 100 block of N.E. 14th
Street, Miami, Florida. Mr. Jacobs has expressed concern
over the conditions which exist at 119 N.E. 14th Street
where individuals loiter 24 hours a day, 7 clays a week.
Mahy of these individuals use the alleyway adjacent to the
executive parking lot for the district offices of the Dade
County School System.
This office has received numerous calls from both male and
female employees of the school system complaining that many
of the loiterers use the alley to relieve themselves in full,
observation of our employees. This is not only an
embarrassing act to observe but it is also creating an
unsanitary condition in this area.
Therefore, this office supports

Dear Commissioners:
Barbary Coast Restaurant As a business owner -operator of
located near N.E. 14th Street, Miami, join with the
other local businesses that are having difficulties
maintaining their business and properties because of the -
local labor pool that operates out of 119 N.E. 14th St.
There is a constant stream of unemployed, homeless and
battered prospective employees in the vicinity of
Dependable Temps that overflow the street, alleys and
surrounding areas when they are not sent out on part
time work. Needless to say, this condition is way out of
hand. There are no toilet facilites for those people and
they re.gulary relieve themselves in the street and allies
surrounding the labor pool facility.
We respectfully urge the City Commission to come tozkbc
aid of the local b6sineses by requiring the labor pool
to provide an enclosed gathering area, toilet facilities
adequate to protect the adjoing properties from the
foregoing health hazard, etc, created by -this situation.

an office, rental units.
We adjoin Dependable Temps a labor pool operation that
hires individuals on a daily basis.
This area is in, the new development stage that contemplates
the construction.of Arts and Entertainment facility a few
blocks from our building.
Unfortunately, Dependable Temps is a gathering place for

Board direction to this administrator to contact Mr. Cameron aacobs
regarding neighborhood improvement issues resulted in the
following:
1. Mr. Jacobs and I met on December 18, 1990, to discuss his
concern regarding the "labor pool" adjacent to SBAB and next
to the apartment building he manages. The address of the
labor pool is III N.E. 14th Street and the official name of
the establishment in question is Dependable Temps, Inc. Mr.
Jacobs is hoping that SBAB, Conchita's Restaurant, Willard
Hotel and other merchants in the neighborhood can work in a
Cooperative atmosphere to "clean-up" our immediate
surroundings, namely, the labor pool. In short, labor pool
personnel are not employed every day and, thus, "hang-out" all
day cursing, fighting, urinating, defecating and employ
various other means of intimidating neighborhood merchants and
employees working in the neighborhood. I told Mr. Jacobs I
would contact the city of Miami's Health Department and the
City of Miami's Zoning Department to discuss the
aforementioned dilemma.
2. I called the City of Miami's Zoning Department and spoke with
Mr. Pablo Canton at 579-6842 on December 18 regarding the
labor pool. Mr. canton stated that a complaint has previously
been registered with his office and that the City of Miami may
wont to proceed with a Nuisance Abatement Ordinance. Simply
stated, this means that if an establishment is creating severe
problems, in fact, the business could be shut -down. Mr.
Canton will keep me informed as to the progress of the
proposed ordinance. -
3. I called the City of Miamia Health Department and spoke with
Mr. Walter Livingston at 623-3500 on December 18 regarding the
labor pool. Mr. Livingston will check the establishment in
question to ascertain whether or not sanitary ordinances are
being followed. He will contact me for a visit to the labor
pool in order for all of ups to review the situation. E-

4. Attached as back-up information is a latter addressed to Mr.
d'ack Cons, City of Miami, Housing Conservation and Development
Agency, vent by Mr. Jacobs regarding some of his Concerns.
In aummary and, in my opinion, Mr. Jacobs has a bona tide concern
regarding the labor pool. As you may recall, Y initiated the
planting of bougainvillea plants by the fence in order to "block -
off" the view of our employees because of the men and their
bathroom manners as well ao exposing their private parts to our
employees. Mr. Jacobs indicated to me that he is likely to
approach the Board again in the near future to ask for support to
collectively attempt to shut -down the labor pool.

Dear Mr. Gene,
The purpose of this letter is to request an extension of
the due date of the first payment on 115 N.E. 14th Street.
As 1 discussed with you on the phone we are having diffi-
culty leasing out our newly remodeled units. The problem
is with a labor pool (119 N.E. 14th St.) onthe east side
and a decrepit illegal rooming/crack house, which drugs
are being dealt from openly (1401 N.E. 1st Av.), on --the
fist sideeVe have been forced to fight a battle on two
fronts to clean up the neighborhood.
We haved worked closly with Sergeant Serig of the Street
Narcotics Task Force of the City of Miami Police Dept.
and with his help several of the worst drug dealers have
been arrested. Sgt. Serig and I have also notified Pablo
Canton of the Zoning Dept. Mr. Canton's office has invest-
igated 1401 N.E. 1st Av. and it is my understanding that
they are in the process -of shutting them down. However the
labor pool which provides the demand for the drug activity,
still exists. With the probability of the unsafe structures
board closing 1401 N.E. 1st Av. we are now concentrating''
efforts on the labor pool.
On the issue of the labor pool we have contacted the Health
Dept. because they have not provided restroom facilities for
their employees thus our prospective tenants witness people
urinating and defecating in the alley directly behind our
building making it hard at best to lease out the units.
our attorney is in the process of using every available
means to try and get the labor pool to move. These include
having them sited for the obvious Health Dept. violations,
starting a petition labeling them as a public nuisance+de-
manding they be shut down, and discussing possible relocation
with the principals.
We have many allies who share our common goal, Dade County Public
Schools, WLRN (Public TV Station), the Willard Hotel, The City
of Miami Police dept., and I am sure your office, that goal
being to revitalize this area.
