My name is Manuel Ochoa and I'm here on behalf of the Miami
Symphony Orchestra, a non-profit organization exempt from Federal
Income Tax. First, I would like to thank you for the opportunity
of appearing before the Commission today. Now, with your
permission, I will tell you briefly about my background. I am a
former conductor of the Havana Philarmonic orchestra and have
appeared in numerous European concerts with the Vienna Boys Choir,
the Radio and Television Orchestra of Spain, and the Chamber
Orchestra of Rome.
For many years, Miami was the only city in the country, and
probably the world, that had no symphony orchestra bearing its
name. Some community members and musicians brought to my attention
the need for salvaging the city's prestige by forming a symphony
orchestra. Therefore, the orchestra was created in September 1989,
under the name of Festiva Symphonic Orchestra, with the purpose of
promoting a better understanding of our multi -ethnic and multi-
cultural community, with emphasis in music from Spain and Latin
America, as well as standard European and American repertoire.
Later, due to the artistic success achieved, the enthusiastic
response from the public and the high praise received from the
press (please refer to your copies of programs and newspaper
clippings), it was decided to increase the number of musicians and
change the name to Miami Symphony. For our first and current
seasons, we have been offering our concerts at the Grand Ballroom
of the Inter -Continental Hotel, as we are unable to afford the high
rental cost of a concert hall. We feel that the time has come for
us to move to a concert hall where the full range of our sound
quality can be better appreciated. The best choice in the city is
the Gusman Center for the Performing Arts. This is why we are here
today asking you to please waive the $950.00 rental fee for the 3
dates we have already reserved in March, May and June, which total
$2,850.00. We also need your help with the backstage crew, which
costs approximately $1,200 each day, totaling $3,600. We will pay
for Insurance, which comes to $365 per day, plus the front -house
personnel which is $540 per day. We are also willing to pay the
$1-surcharge per ticket sold.
Also, at this point we have to start planning our next season, and
in order to reserve our dates at Gusman, we need to know if we will
be able to count on your continued support for four more concerts
in the 1991-1992 season.
The Miami Symphony Orchestra is a multi -ethnic and multi -cultural
effort on behalf of the City of Miami that will project a positive
image of our city both here and abroad, and also serve as an
attraction to tourists who expect to find cultural activities that
appeal to them. Again, I thank you for allowing me to appear
before you today and hope that you decide to grant our request.

The Miami Symphony Orchestra is a non-profit organization. exempt from
Federal Income Tax under section 501(a) of the Internal Revenue Code.
The Orchestra was created in 1989 under the name of Festiva Symphonic
Orchestra, with the purpose of promoting symphonic music, and of fos-
tering the appreciation of music from Latin America and Spain, as well
as music by American composers and the great European masters. Through

T! The success of the first season was made possible by the great support
afforded by both the English and Spanish media, by donations from many
generous individuals and by the time and effort of volunteers who took
care of the planning, organizing and handling of the events. Further-
more, the Founding Members of the Board of Directors are professionals
and business people well known in the Miami area for their involvement
in community service and in promoting the arts.
For our upcoming season, we intend to keep admissions at affordable
prices (between $12.00 to $ 20.00 per ticket), thus making perform-
ance of high cultural calibre available to the public of more modest
means. For this purpose the Miami Symphony Orchestra needs additional
help to compensate for the low priced tickets and cover expenses incur-
red for the large number of professional musicians and soloist partici-
pating at each event. In addition, money is also needed to increase
the scope of our advertising in order to reach a larger segment of the
community that will benefit from these cultural events.

whose excellent professional background includes his formation in the
great musical meccas of Europe. He has had the wonderful idea to organize
a Symphony Orchestra for our city, stimulated by the request made by
important groups of musicians hailing from the former Philharmonic
Orchestra of Miami and of Havana, as well as by other talented musicians
from Central and South America now residing in Miami.
THE MIAMI SYMPHONY ORCHESTRA is a non-profit organization
created with the purpose of promoting symphonic music, fostering the
appreciation of music and other arts and to provide the public with the
opportunity offered by the benefit of music concerts on non-profit bases, as
well as offering educational programs at institutions and to the public in
general.
His objective is to offer a select symphonic/musical repertoire that be
pleasing to the public, without hampering the aesthetic quality of the works,
and thus attract a great majority of the public, especially the young.

La segunda lemporada de la
Miami Symphony Orchestra comen-
zb of domingo 2 de diciembre a las
5:30 de la tarde en of Grand Ballroom
del Hotel Inter -Continental. En of pro-
grama se incluyb of Concierto No. 2
para piano y orquesta de Chopin con
of excelente pianista Gustavo Ponzoa
Como solista, las tres mAs famosas
aleluyas: la de Handell, Mozart y
Beethoven y canciones tradicionales
de Navidad. Este programa estuvo
dirigido por la batuta del maestro
Manuel Ochoa, director musical y
fundador de la Miami Symphony
Orchestra
EI maestro Manuel Ochoa, ha to-
grado unir un grupo de excelentes
musicos de Latinoam6rica y Estados
Unidos para crear una orquesta de
gran calidad, cuyo fin es lamiliarizar
at publico de nuestra comunidad con

El nombre, que era en su fundacion
en 1989, Festiva Symphonic Orches-
Ira, pasb a ser Miami Symphony
Orchestra, para asi representar motor
a nuestra comunidad.
—Eso es algo que quiero enfatizar
macho —nos dice— la composition
mullietnica de nuestra orquesta que
refleja muy bien la composic16n
multidtnica de nuestra comunidad.
Un hombre de pone y gran elegan-
cia, refleja loda una vida de estudio y
dedicacibn a la musica.
El maestro Manuel Ochoa nacib
en Holguin, capital de la provincia del
mismo nombre, en la regidn nororien-
tal de Cuba. Desde muy pequeno se
sintio alraido por la musica.
—Mi madre fue la que me hizo
tomarle amor a la musica. Tuvo que
dejarla porque en aquellos tiempos,
eso no se vefa bien.., una muter
artista..., huy.
Tambiun podriamos anadir que
Holguin era una Ciudad cuyos habi-
lanles guslaban de la buena m6sica.
AN era coslumbre realizar veladas
en los hogares alrededor del piano,
en casas Como la de Adela Arrows-
milh, una bella soprano que prefirid
dedicar su arte, no en forma prolesio-
nal, sino a la coral de la iglesia San
Isidoro, hoy Catedral de Holguin.
Holguin fue tambidn tuna de com-
positores Como Juanito MArquez, in-
lernacionalmente conocido y quien
se dedicd mucho a hacerle arreglos
populares a piezas clasicas, Como of
Barbero de Sevilla por ejemplo. Otros
cantantes, Como Raul Camay, y musi-
cos holguineros quedaron atrbs, en
of olvido de una sociedad cerrada.
Afortunadamente para nosotros, 6se
no fue of caso del maestro Ochoa,

Inter Continental, Esta vez
brindare un magnifico espec-
taculo con musica de los
maestros Borodin, Beethoven,
Tchaikowsky y Brahms. Como
solista invitada participara la
virtuosa pfanista cubana
Zenaida Manfuges.
La orquesta sinfonica Festi-
va se creo el ano pasado, gra-
cias al teson de su director, el
musico cubano Manuel Ochoa
y a donaciones privadas de
amantes de la musica. Su pri-
mer concierto, ofrecido el 24
de septtembre en el hotel
Colonnade, fue una muestra
de maravillosas interpretaclo-
nes de obras de los mes cono-
sin grandes patrocinadores,
esta orquesta —que es casi
un milagro-- esta integrada
por 62 rnusicos de diferentes
paises lalinoamericanos que
b►indan to rmejor de si en calla
una de sus interpretaciones.
Uno de sus conciertos rnas
celebrados, "Una Tarde en
Viena", fue ofrecido el 18 de
febrero en el ballroom del
hotel Inter -Continental. En el
mismo se interpreto la musica
que tradicionalmente se eje-
cuta en Viena el primero de
enero para recibir el ano, con
obras de Strauss, von Suppe y
Lehar. Una vienesa que se
encontraba entre la audiencia
expreso, encantada ante las
magistrates interpretaciones,
que le parecia encontrarse en
su pais.
"Miami era la unica Ciudad
de Estados Unidos que no
contaba con su propia
orquesta sinfonica. Ademas
rico folclor y artistas de musi-
ca popular que han pueslo el
nonlbre de Cuba rnuy en alto
en el mundo entero. Pero se
nos conoce rnuy poco en el
Campo de la musica sinfonica
y es algo que no es justo'',
senala Ochoa.
La orquesta sinfoni-
ca Festiva se creo el
ano pasado, gracias
al teson de su direc-
tor, el musico cuba-
no Manuel Ochoa
"Por espacio de 75 anos
tuvimos una orquesta de la
calidad de La Filarmonica de
La Habana. Los rnas famosos
directores del mundo pasaron
a dirigir esa orquesta", conti-
nua. "Tuvinlos la Sociedad
Pro Arte Musical, que por $3
espectaculos, solistas y con-
juntos musicales que visitaban
La Habana y otras ciudades
de Cuba. Desde el siglo pasa-
do muchos maestros de la
musica cabana estudiaron en
los conservalorios de Madrid y
Paris. Esta es una imagen de
nuestras raices que tambierl
debemos propagar", conti-
nua.
El reperlorio que ha ofrecido
y planea seguir ofreciendo la
orquesta representa la condi-
cion multicultural y multietnica
de la Ciudad en la ejecucion
de obras y compositores
espanoles, suramericanos,
norteamericanos y los gran -
des maestros europeos. Es
interes de su director hater

cion escogida de sus obras
mas conocidas y preferidas.

alma a la musica, enfrenta un
