ORDINANCE NO.
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD
SERVICE PROGRAM FOR CHILDREN 1991" AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAME
IN THE AMOUNT OF $277,881 CONSISTING OF A
GRANT FROM THE UNITED STATES DEPARTMENT OF
AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF
EDUCATION; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF AGRICULTURE AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR ACCEPTANCE OF SAID
GRANT; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Education, Food and
Nutrition Management Division, with funding from the U.S.
Department of Agriculture, has agreed to allow the City of Miami
to participate once again in its Summer Food Program; and
WHEREAS, said State agency will reimburse the City at a rate
of $2.11 per summer lunch, and $0.5525 per supplement, which the
City provides to children within the parks of the City of Miami;
and
WHEREAS, each $2.11 reimbursement will provide $1.955 for
operational and actual lunch cost, and $0.155 for administrative
costs of the program, and each $0.5525 reimbursement will provide
$0.5125 for operational and actual supplement costs, and $0.040
for administrative cost of the program; and
WHEREAS, an estimated 100,232 lunches and 120,164
supplements will be served during the project period starting
June 24 and ending August 23, 1991; and
WHEREAS, an estimated $277,881 will be received from the
State of. Florida for carrying out said program;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and included herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: Summer Food Service for
Children - 1991.
RESOURCES: Grant Reimbursements from the
United States Department of
Agriculture through the
Florida Department of Educa-
tion.
APPROPRIATION: Summer Food Service Program $ 277,881
for Children - 1991
$ 277,881
Section 3. Implementation of this appropriation is
contingent upon the approval of the City's application for said
grant by the Florida Department of Education and the City
Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized to accept
the grant as set forth in the Preamble to this Ordinance and to
execute the necessary document(s)l/ in a form acceptable to the
City Attorney for acceptance of said grant.
Section 5. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City

of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 8. The requirements of reading this Ordinance on
two separate days is hereby dispensed with an affirmative vote of
not less that four -fifths of the members of the Commission.
Section 9. This Ordinance shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached, ordinance to create a new Special Revenue Fund and to
appropriate grant funds in the amount of $277,881 to be received
from the United States Department of Agriculture to conduct a
summer food service program for youth aged 18 and under from
June 24, 1991 through August 23, 1991.
Each year, since 1968, the City of Miami Department of Parks and
Recreation has sponsored a Sumner Food Service Program for
Children. Under this program, the City provides nutritional
meals in conjunction with its comprehensive recreational program
featuring arts and crafts, sporting activities, field trips and
special events. This year, we plan to serve up to 2,278 lunches
and 2,731 snacks per day using thirty (30) sites throughout the
City.
The Florida Department of Education will reimburse the City at a
fixed rate of $2.11 per lunch, and $0.5525 per snack. This rate
will provide sufficient funds to cover the meal cost and to hire
up to 55 temporary, part-time recreation aides to operate the
program. Based upon the estimated number of participants and 44
service days in the program, the total grant amount is expected
to be $277,881.
It is requested that the attached ordinance be immediately
adopted so that start-up funds can be expended to prepare for the
summer food program.
This Ordinance is being requested as an emergency measure so that
funds are in place prior to the start of the Summer Program on
June 24, 1991.
NOTE: A resolution authorizing Metropolitan Dade County to
select a vendor(s) for the program is also being
presented for City Commission action.
