BACKGROUND:

Approximately 7,000 airline employees have been affected by the

these displaced workers. A total. of 2,368 former Eastern
Airlines employees have expressed an interest in participating in
the retraining program as of March 15, 1991.
The Neighborhoods Jobs Program has been selected as one of seven
(7) organizations to operate the aforementioned program. The
City's Title III grant includes 100 vouchered classroom training
slots. The cost -based contract will. include tuition, books, and
supportive services which will be retroactive to February 22,
1991 and will. run through February 21, 1992.
The proposed ordinance is submitted as an emergency measure in
order to bring necessary staff on board to operate the program
and meet the training needs of participants on an expeditious
basis.
