ORDINANCE NO. 10867
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT IN THE AMOUNT OF $85,261 FROM THE DADE COUNTY
SCHOOL BOARD; ESTABLISHING A NEW SPECIAL REVENUE FUND
ENTITLED: "SCHOOL RESOURCE OFFICER PROGRAM° AND
APPROPRIATING FUNDS THEREFOR IN THE AMOUNT OF $85,261
CONSISTING OF A GRANT FROM THE DADE COUNTY SCHOOL
BOARD; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.

WHEREAS, in the 1990 legislative session the State of Florida
appropriated $5,000,000 for the enhancement of existing School Resource
Officer Programs; and
WHEREAS, the Dade County School District received a share of the five
million -dollar appropriation equaling $1,178,281; and
WHEREAS, the Dade County School Board has approved a plan distributing
50% of the $1,178,281 received from the State of Florida on a prorata basis to
those local police agencies that currently have a School. Resource Officer.
Program; and
WHEREAS, based on this formula, the City of Miami Police Department will
receive $7,751 for each of 11 secondary schools for a total grant of $85,261;
and
WHEREAS, these funds can only be used to enhance existing School Resource
Officer Programs;
WHEREAS, all expenditures will be subject to applicable purchasing and
City of Miami Code requirements;
TBEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF WAMI,
FLORIDA:
Section I. The recitals and findings contained in the Preamble to this
Ordinance are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to accept a Grant from
the Dade County School Board in the amount of $85,261 and to enter into the
necessary contract(s) and/or ac-eenent(s) for the acceptance of the aforesaid
monies for the enhancement of the City of Miami Police Department's existing
School Resource Officer Program.

Section 3. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:
FUND TITLE: School Resource Officer Program
RESOURCES: Dade County School Board $85,261
APPROPRIATIONS: Program Enhancements $85,261
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed.
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty (30) days after
final reading and adoption thereof.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached ordinance establishing a Special Revenue Fund entitled:
"School Resource Officer Program" and appropriating funds for -the
operation of same, in the amount of $85,261, from the School
Resource Officer Enhancement Grant.
BACKGROUND:
The Miami Police Department is eligible to receive State funds
for the enhancement of an existing School Resource Officer
Program. These funds have been made available by the 1990
legislative session which appropriated $5 million dollars
statewide for this purpose. The Dade County School District was
awarded $1,178,281 out of the $5 million dollar appropriation.
The Dade County School Board approved a plan allowing local
police agencies to receive 50% of their $1,178,281, to enhance
existing School Resource Officer'Programs. Calculated on a pro--
rata basis, each of the 76 secondary schools in Dade County which
currently has an SRO program will receive $7,751. The City of
Miami has 11 such schools and will, therefore, receive $85,261.
In order to receive the funds the Police Department must document
its compliance with the grant requirements that the funds be used
for enhancement of the School Resource Officer Program only.
