HomeMy WebLinkAboutO-10866J-91-195 3/04/91 ORDINANCE NO. 10866 AN ORDINANCE AMENDING SECTION ONE OF ORDINANCE NO. 10782, ADOPTED SEPTEMBER 27, 1990, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY INCREASING THE APPROPRIATION FOR GRAPELAND STORM SEWERS -PHASE 1, PROJECT NO. 352188, IN THE AMOUNT OF $500,000; INCREASING THE APPROPRIATION FOR GRAPELAND STORM SEWERS - PHASE II, PROJECT NO. 352266, IN THE AMOUNT OF $500,000; INCREASING THE APPROPRIATION FOR CITYWIDE LOCAL DRAINAGE PROJECTS-FY'91-FY'92, PROJECT NO. 352275, IN THE AMOUNT OF $1.0 MILLION; SAID INCREASES FOR ALL THREE PROJECTS COMING FROM STORM SEWER GENERAL OBLIGATION BOND FUNDS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10782 on September 27, 1990 to establish appropriations for capital Improvements, continue previously approved capital Improvement projects, and establish new capital Improvement projects to begin during fiscal year 1990-91; and WHEREAS, said Ordinance No. 10782 appropriated $1.7 million for Grapeland Storm Sewers -Phase I, Project No. 352188, $1.7 million for Grapeland Storm Sewers -Phase 11, Project No. 352266, and $4.0 million for Citywide Local Drainage Projects-FY191- FY'92, Project No. 352275, for the construction and modification of drainage facilities; and WHEREAS, the Department of Public Works desires to expand and accelerate the scope of drainage construction in Grapeland Storm Sewers -Phases I and 11 to take advantage of the favorable competitive bidding environment that now exists In the construction Industry created, by current nationwide economic conditions, by Increasing the budget for each Project by^$0.,5.- million; and WHEREAS, the Department of Public Works desires to expand the original scope of Local Drainage Projects-FY'91-FY'92 by $1.0 million to eliminate more drainage problems due to a large number Of citizen complaints and Inquiries pertalning to drainage problems citywide; and - 1 - WHEREAS, It Is therefore in order to Increase funds appropriated for Grapeland Storm Sewers -Phase I from $1.7 million to $2.2 million In Storm Sewer General Obligation Bonds to reflect the anticipated total Project cost; and WHEREAS, it Is therefore in order to Increase funds appropriated for Grapeland Storm Sewers -Phase 11 from $1.7 million to $2.2 million In Storm Sewer General Obligation Bonds to reflect the anticipated total Project cost; and WHEREAS, It is therefore in order to Increase funds appropriated for Local Drainage Projects-FY'91-FY'92 from $4.0 million to $5.0 million in Storm Sewer General Obligation Bonds to reflect the anticipated total Project cost; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10782, as amended, adopted September 27, 1990, Is hereby amended in the following particulars: 1/ "Section 1. The herein appropriations are hereby made for Implementation of all municipal capital Improvements of the City of Miami, Including new capital Improvement projects scheduled to begin during fiscal year 1990-1991. The herein appropriations which are hereby designated by reference to descriptive project title and number also Include appropriations for previously approved scheduled projects as well as reapproprlations of prior fund appropriations. The source of revenues to support the herein appropriations Is hereby identified by fund and project with the project appropriations with revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows: - 2 _ Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now In effect and remain unchanged. Asterisks Indicate omitted and unchanged material. All ordinances, or parts of ordinances Insofar as they are inconsistent or in conflict with provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared Invalid, the remaining provisions of this ordinance shall not be affected. - 3 - Section 4. Project Boundary Maps RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Ordinance amending the Clty's Capital Improvement Appropriations Ordinance No. 10782 to Increase the appropriations for three storm drainage projects. BACKGROUND: The Department of Public Works, In a continuing effort to serve all residents of the City of Miami, is recommending the adoption of the attached Ordinance Increasing the appropriation for three storm drainage projects. The three projects are: Grapeland Storm Sewers -Phase I C.I.P. *352188 Grapeland Storm Sewers -Phase II C.I.P. *352266 Local Drainage Projects-FY'91-FY'92 C.I.P. *352275 The City's Capital Improvement Appropriations Ordinance No. 10782, adopted on September 27, 1990, appropriated $1.7 million each for Grapeland Storm Sewers -Phase I and Grapeland Storm Sewers -Phase II. The Department of Public Works has expanded and accelerated the scope of drainage construction in both of these projects for two reasons. First, due to new Federal and State requirements, more ,stringent design standards must be utilized on all storm drainage Projects. These new standards were not In effect when the original budgets were developed. Consequently, the cost for every storm drainage project will Increase accordingly. Second, the Department Intends to accelerate the schedules for these projects to take advantage of the favorable competitive bidding environment that now exists In the construction Industry created by current nationwide economic conditions. The Department Is proposing to Increase the budget for each project by $0.5 million and advertise for bids as soon as possible. Page 1 of 2 10866 U -'1 Honorable Mayor and Members of the City Commission The Appropriations Ordinance also appropriated $4.0 mllllon for Citywide Local Drainage Projects-FY'91 and FY'92. The Department of Public Works has expanded the scope of this project by $1.0 million to eliminate more drainage problems than originally planned during the current budget year. This Increase Is a result of the large number of citizen complaints pertaining to drainage problems cltywide. The budget Increase for all three projects, totaling $2.0 million, Is available from Storm Sewer General Obligation Bond Funds.
