HomeMy WebLinkAboutO-10857J-91-259 3/20/51 ORDINANCE NO. 10857 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY'91) JTPA II-B"; APPROPRIATING FUNDS FOR THE OPERATION OF SAID PROGRAM IN THE AMOUNT OF $462,150 FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARD AND TO ENTER INTO THE NECESSARY GRANT ACCEPTANCE CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Job Training Partnership Act (JTPA) provides funds for a summer youth employment and training program under Title II-B; and WHEREAS, said funds are available through the South Florida Employment and Training Consortium (SFETC); and WHEREAS, the Department of Community Development submitted a grant proposal to the SFETC in the amount of $462,150 to operate a Summer Youth Employment Program in 1991; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY191) JTPA II-B RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $462,150 APPROPRIATION: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY'91) JTPA II-B $462,150 10857 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized to accept the grant as set forth in the Preamble to this Ordinance and to enter into a contract, in a form acceptable to the City Attorney, needed to accept this grant. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirement of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 10. The ordinance further authorizes the City Manager to accept the grant award and to enter into the necessary agreement with the South Florida Employment and Training Consortium (SFETC). BACKGROUND: The Department of Community Development has submitted a proposal to the South Florida Employment and Training Consortium (SFETC) in the amount of $462,150 to operate the FY191 Summer Youth Employment and Training Program (SYETP). The program operates from April 1, 1991 through September 30, 1991. The City of Miami has operated a Summer -Youth Employment and Training Program since 1976. The 1991 grant will enable 359 youth between the ages of 14-21 to receive meaningful work experience in City offices and private non profit organizations during the summer months. The Proposed ordinance is submitted as an emergency measure in order to bring staff on board to operate the program on the April 1, 1991 starting date. The proposed ordinance establishes a new Special Revenue Fund entitled "Summer Youth Employment and Training Program (FY191) JTPA II-B" and further authorizes the City Manager to accept the grant award and enter into the necessary contract with the SFETC.
