HomeMy WebLinkAboutO-10825RR 0 J-90-991 11/27/90 ORDINANCE NO. 10825 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10689, ADOPTED JANUARY 11, 1990, BY INCREASING THE APPROPRIATION FOR THE SPECIAL REVENUE FUND ENTITLED: "DADE COUNTY EMS GRANT AWARD (FY'89)", IN THE AMOUNT OF $160,046; SAID INCREASE CONSISTING OF A $156,046 GRANT FOR FY'90 APPORTIONED BY METROPOLITAN DADE COUNTY FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES UNDER THE "FLORIDA EMERGENCY MEDICAL SERVICES GRANT PROGRAM FOR COUNTIES" AND $4,000 IN ANTICIPATED INTEREST EARNINGS; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARD AND ENTER INTO THE NECESSARY CONTRACT AND/OR AGREEMENT WITH THE FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES AND/OR METROPOLITAN DADE COUNTY IN A FORM ACCEPTABLE TO THE CITY ATTORNEY; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Health and Rehabilitative Services is authorized by Chapter 401, Part II, of the Florida Statutes, to provide grants to boards of county commissioners to improve and expand pre -hospital emergency medical services; and WHEREAS, it is the intent of the members of the Dade Board of County Commissioners that the 1990-91 funding for Dade County from the Florida Department of Health and Rehabilitative Services, "Florida Emergency Medical Services Grant Program for Counties" be apportioned and passed through to participating municipal fire departments for individual projects; and WHEREAS, the City of Miami Fire, Rescue and Inspection Services has expended $189,592 of its FY'89 Grant Award of $283,997, for the following projects: (1) Computerized Protocols and Procedure Tracking System; (2) Vehicle Accident Prevention and Training Program; (3) Priority Dispatching System Evaluation and Training; (4) Purchase of EMS Equipment; and a (5) Basic Aid Training Program; and 10825 WHEREAS, the City of Miami Department of Fire, Rescue and Inspection Services has a carry-over balance of $94,405 from its Dade County EMS 1989 Grant Award which, when added to the Dade County EMS 1990 Grant Award of $156,046 and anticipated interest earnings of $4,000, will provide $254,451 for expenditure in pre -hospital emergency medical services for FY'90- 91; and WHEREAS, the Department of Fire, Rescue and Inspection Services' work plan has been approved by Dade County and the Department now desires to implement the following projects under a total grant appropriation of $254,451: (1) 800 Megahertz Repeater - $20,000; (2) Hand Held Computer for EMS Incident Reporting - $100,000; (3) Semi -Automatic Defibrillators - $35,000; (4) Emergency Medical Dispatch Training - $15,000; (5) Child Restraint Seats - $4,000; (6) Safety Literature - $5,000; (7) EMS Seminars - $10,000; (8) EMS Equipment - $26,467; (9) Accident Prevention Program - $35,000; and a Budget Reserve- $3,984; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. The Department of Fire, Rescue and Inspection Services has been awarded a grant for FY190-91, for expenditure in pre=hospital emergency medical services. Ordinance No. 10689, adopted by the City Commission on January 11, 1990, set up a Special Revenue Fund for funds received from the aforementioned grant program for FY'89. Since a balance $94,405 remains in the FY'89 Grant, which has been approved by the County to be carried over for expenditure for FY'90 Projects, it is deemed appropriate to amend Ordinance No. 10689 by increasing the appropriation to include the FY'90 Grant in the, amount of $156,046 and $4,000 in anticipated interest earnings.
