A RESOLUTION, WITH ATTACHMENTS, DIRECTING THE — CITY MANAGER TO REALLOCATE APPROXIMATELY $218,284 AND $76,266 IN UNEXPENDED 8TH AND -18TH YEAR: COMMUNITY, DEVELOPMENT BLOCK GRANT' PROGRAM FUNDING, FROM CDGB PROJECTS ENTITLED "OVERTOWN HOUSING REVITALIZATION"AND n "OVERTOWN SECOND MORTGAGE HOUSING SITE IMPROVEMENTS" FOR THE PURPOSE OF PROVIDING FUNDING TO UNDERTAKE THE ACQUISITION OF SLUM AND BLIGHTED PROPERTIES SITUATED AT' -NORTHWEST 13TH AND 14TH STREETS BETWEEN 2ND COURT AND 2ND AVENUE; SAID PROPERTIES ARE BEINO', r ACQUIRED IN CONNECTION WITH THE DEVELOPMENT OF A' FORTY-EIGHT (48) UNIT AFFORDABLE RENTAL HOUSING PROJECT PLANNED BY ST. JOHN COMMUNITY DEVELOPMENT CORPORATION IN THE OVERTOWN' NEIGHBORHOOD. City Commission Agenda Item December 5 1g91 , BACKGROUNDS x= It is respectfully recommended that the City Commission adopt the attached resolution directing the City Manager, to reallocate approximately $218,284 and $76#266 in unexpended 8th and loth Year Community Development Block Grant funds,from CDBG Projects entitled "Overtown Housing Revitalization" and "Overtown Second Mortgage Housing Site Improvements," respectively, for the purpose of providing funding to. undertake the acquisition of slum and blighted properties situated at Northwest 13th and 14th Streets between 2nd Court and 2nd Avenue. The subject properties are.being acquired in connection with the, development of a forty-eight (48) unit affordable rental housing project planned for development by St. John Community.Development Corporation in the Overtown neighborhood. BACKGROUND: The Department of Development and Housing Conservation recommends: ratification of the attached resolution directing the City Manager to reallocate -approximately $218,284 and $76,266 in unexpended,'8th and loth Year Community Development Block Grant Program funds from CDBG; Projects entitled- "Overtown Housing Revitalization:" and. "Overtown Second Mortgage Housing Site Improvements," respectively, for the purpose ofprovidingfunding to .undertake the acquisition: of K' slum and blighted properties situated at Northwest 13th and 14th Streets between:2nd Court and-2nd Avenue. �Y Over the past six (6),months, representatives of St. .:John Community }. Development Corporation have been working with the City Administration in planning a -second phase of rental housing which=is being proposed adjacent to a 355 unit rental development to' -be } sponsored by St. Bohn Community Development Corporation-'in.,..the Overtown neighborhood. Presently, St. John Community Development Corporation is seeking the City's assistance in acquiring two (2) existing multifamily apartment buildings situated on the 'parcel where the forty-eight (48) unit affordable rental housing_;_project r,' yis being proposed.
