The,:- PIC was -established in 1983 in compliance with the Job Txaining Partnership Act (JTPA) of 1982. The law provides for a 'partnership between the PIC and local elected officials in each .6erv.ice delivery area to oversee the implementation o JTPA prop rams. The JTPA stipulates.that local elected official.' shall appoint the members :of the PIC, which is .comprised o£, .'representatives the following areas: Economic Development; `Community Based . .'from =Organizations, Education, Labor, Job Service, Vocations"l.
