RESOLUTION NO.
A RESOLUTION REJECTING ALL BIDS RECEIVED BY
THE CITY OF MIAMI IN CONNECTION WITH THE
FURNISHING OF AUTOMOBILE LEASE/RENTAL
SERVICES FOR THE DEPARTMENT OF POLICE;
DIRECTING THE CITY MANAGER TO SEEK NEW BIDS
BASED ON SUCH SPECIFICATIONS AS HE DEEMS
APPROPRIATE FOR THE PROCUREMENT OF SAID
SERVICES AND TO PRESENT THE BID THAT IS MOST
ADVANTAGEOUS, RESPONSIBLE AND RESPONSIVE TO
`.I'HE CITY COMMISSION FOR APPROVAL; EXTENDING
THE CONTRACT WITH ROYAL RENT -A --CAR OF FLORIDA
("ROYAL") FOR AN ADDITIONAL THREE (3) MONTH
PERIOD AT THE SAME PRICE, TERMS, AND
CONDITIONS FOR THE FURNISHING OF SAID
SERVICES; ALLOCATING FUNDS THEREFOR FROM THE
LAW ENFORCEMENT TRUST FUND; AND FURTHER
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE
ORDERS FOR SAID SERVICES.
WHEREAS, on December 5, 1991, the City Commission approved
the award of Bid No. 91-92-001 to Royal for the furnishing of
automobile lease/rental services to the Department of Police for
= the period of January 1, 1992 through December 31, 1992, with the
option of the City to renew for one (1) additional year; and
WHEREAS, these unmarked cars are needed to continue the
operation of. the Police Department's specialized units to safely
and effectively interact with the criminal elements in our
community without being easily identified; and

WHEREAS, , pursuant to public notice, bids were received for
the furnishing of automobile lease/rental services to the
Department of Police for the period commencing January 1, 1993;
and
WHEREAS, the City Commission is not convinced that sound
procurement principles were fully utilized in seeking said
proposed rental services; and
WHEREAS, unmarked cars are needed by the Police Department
while new rental services are procured;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. All bids received by the City in connection
with the furnishing of automobile lease/rental services to the
Department of Police commencing January 1, 1993, are hereby
rejected.
Section 3. The City Manager is hereby directed to seek
new bids, based on such specifications as he deems appropriate
for the procurement of said services, and to present the bid that
is deemed the most advantageous, responsible and responsive to
the City Commission for its approval.
Section 4. The contract with Royal for the furnishing of
rental services to the Department of Police is hereby extended
for an additional three (3) month period, with funds therefor
hereby allocated from the Law Enforcement Trust Fund.

Section 5 . The City Manager is hereby authorized1-' to
instruct the Chief Procurement Officer to issue purchase orders
for said. services for the additional three (3) month period at
the same price, terms, and conditions of the original contract,
subject to the availability of funds.
Section 6. This Resolution shall become effective
immediately upon its adoption.

with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.
