WHEREAS, the City of Miami Department of Fire, Rescue and Inspection Services is desirous of securing funds to purchase specialized equipment and to provide training for the Miami Urban Search and Rescue Task Force; and WHEREAS, a grant application has been submitted by the City for said purpose, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept a grant to fund the "Miami Urban Search and Rescue Task Force Equilanent Acquisition and Training Program". FLOFZIDA ' IrATER-01-F=10E' MEMORANDUM M TO The :ionorable Mayor and DATE u f9�2 FILE °� Members of the City Commission ` FROM Cesar H. 0d `.,� City Manage- V SURJECT Resolution Accepting a Grant for Miami Urban Search & Rescue Task Force REFERENCES ENCLOSURES RECOMMENDATION: It is respectfully requested that the City Commission adopt Resolution authorizing the City Manager to accept a grant in $600,000 for the purchase of specialized equipment and training members in connection with the Miami Urban Search and Rescue authorizing the City Manager to enter into the necessary agreement(s) with the grantor. BACKGROUND: the attached the amount of of task force Team; further implementing The Department of Fire, Rescue and Inspection Services is developing a Multi - Jurisdictional Disaster Assistance Response Team based on the Federal Emergency Management Agency (FEMA) Urban Search and Rescue Response System which is a component of the Federal Response Plan under Emergency Support Function 19. In cooperation with Coral Gables, Hialeah and Miami Beach Fire Departments, Miami is coordinating a task force of volunteers available to respond to natural or man-made disasters. In an effort to facilitate the development of this Disaster Assistance Team, the Department of Fire, Rescue and Inspection Services has submitted a grant proposal to the Beacon Council in the amount of $600,000 for the one time purchase of specialized equipment and training for task force members. This grant will enable the Department as a sponsoring organization to perform emergency rescue of victims and mitigation of hazards at large scale disasters. It will also provide limited funding for the training of task force team members in the requisite skills and techniques necessary for search and rescue at disasters. Task Force Member Training will be conducted during Fiscal Years '93, '94 and '95. The Beacon Council is presently in the process of identifying potential grantors. It is expected that a grantor will be named prior to the December 10, 1992 Commission meeting. In order not to jeopardize the loss of this grant, it is requested that the City Commission approve the attached Resolution at this time. This proposed resolution authorizing the City Manager to accept the aforementioned grant and enter into the necessary implementing agreement(s) is a companion item to a proposed ordinance which appropriates said funds for this purpose and establishes a new special revenue fund entitled "Miami Urban Search and Rescue Task Force Equipment Acquisition and Training Program". 92- 796 15--/ ON.
