A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT
OF $16,000 FROM THE U.S. SMALL BUSINESS
ADMINISTRATION THROUGH THE FLORIDA DEPARTMENT
OF AGRICULTURE AND CONSUMER SERVICES UNDER
THE SMALL BUSINESS ADMINISTRATION TREE
PLANTING PROGRAM FOR THE PLANTING OF TREES IN
LUMMUS PARK, LOCATED AT 404 NORTHWEST 3RD
STREET, MIAMI, FLORIDA; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S),
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, in March 1992, the Department of Parks and
Recreation submitted an application to the Florida Department of
Agriculture and Consumer Services, Division of Forestry seeking
grant funds under the federal Small Business Administration (SBA)
Tree Planting Program for the planting of trees in Lummus Park;
and
WHEREAS, said program, administered by the Division of
Forestry, provides U.S. Small Business Administration monies to
local governments and municipalities for tree planting in public
parks, providing that grantees provides three years of care and
maintenance; and
WHEREAS, the tree planting project in Lummus Park, as
proposed in the grant application, will be a part of the overall
renovations to the park as a component of the Redevelopment Plan;

WHEREAS, the Administration was notified by the Florida
Department of Agriculture and Consumer Services on November 2,
1992 that the City was approved for a grant award; and
WHEREAS, the total grant project will amount to $32,000.00
consisting of $16,000.00 in federal/state grant monies, and an
equal amount as the required local match, which is already
appropriated under the City's Capital Improvement Program as
Project #331042, "Lummus Park Redevelopment";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A grant in the amount of $16,000.00 is hereby
accepted from the U.S. Small Business Administration through the
Florida Department of Agriculture & Consumer Services, under the
Small Business Administration Tree Planting Program, for the
planting of trees in Lummus Park, located at 404 Northwest 3rd
Street, Miami, Florida.
Section 3. The City Manager is hereby authorized to
execute the necessary documents, in a form acceptable to the City
Attorneyl/, for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption.
l/ The herein authorization is further subject to compliance
with .all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Recommendation
It is respectfully recommended that the City Commission adopt the
attached resolution accepting a grant in the amount of $16,000.00
from the U.S. Small Business Administration (SBA) through the
Florida Department of Agriculture & Consumer Services for the
planting of trees in Lummus Park under the SBA Tree Planting
Program. The legislation would also authorize the City Manager
to execute the necessary documents for this purpose.
Background
The Department of Parks and Recreation submitted a grant
application to the Florida Department of Agriculture & Consumer
Services in March of 1992 seeking federal Small Business
Administration monies for the planting of an estimated 19 royal
palms in Lummus Park. This program provides federal SBA funds to
local governments for the planting of trees in City Parks. The
City received notice on November 21 1992 that the City was
eligible for a grant of $16,000.00.
The required local match, in an amount equal to the federal/state
monies, was previously appropriated in the Capital Improvement
Program under Project No. 331042 "Lummus Park Redevelopment".
Appropriation of the new grant funds will be included in the
master appropriations ordinance for the City's Capital
Improvement Program for the upcoming fiscal year.
