RESOLUTION NO. 9 2_ 758
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENTS TO EXISTING INDIVIDUAL
CONTRACTUAL AGREEMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY AND AS SPECIFIED HEREIN,
WITH NINE (9) NEIGHBORHOOD BASED HOUSING
COMMUNITY DEVELOPMENT CORPORATIONS ("CDCS"),
THEREBY PROVIDING FOR EXTENSIONS TO SAID
AGREEMENTS FOR THE PERIOD OF DECEMBER 1, 1992
THROUGH MARCH 31, 1993, TO CONTINUE
DEVELOPING AFFORDABLE HOUSING PROGRAMS FOR
LOW AND MODERATE INCOME FAMILIES AND
INDIVIDUALS IN THE CITY OF MIAMI; ALLOCATING
FUNDS THEREFOR FROM THE EIGHTEENTH (18TH)
YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM.
WHEREAS, the City Commission is committed to the development
of affordable housing for families and individuals of low and
moderate income in the City of Miami; and
WHEREAS, the City Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing; and
WHEREAS, the City Commission is desirous of continuing said
community development housing programs with various CDCS, and
funds are available from the Eighteenth (18th) Year Community
Development Block Grant Program for such purposes; and
WHEREAS, on March 12, 1992, the City Commission approved
Resolution No. 92-190.1 to fund

WHEREAS, pursuant to Resolution No. 92-489, adopted
July 9, 1992, the City Commission authorized the City Manager to
enter into agreements with nine (9) CDCs for the period from
July 1 through September 10, 1992; and
WHEREAS, pursuant to Resolution No. 92-849, adopted
September 10, 1992, the City Commission authorized the City
Manager to extend the agreements with nine (9) CDCs for the
period of September 11 through October 10, 1992; and
WHEREAS, pursuant to Resolution No. 92-671, adopted
October 8, 1992, the City Commission authorized the City Manager
to extend the agreements with said nine (9) CDCs for the period
from October 11, 1992 through October 31, 1992; and
WHEREAS, the City Commission, at the meeting of
October 22, 1992, has authorized the City Manager to extend the
agreements with said nine (9) CDCs for the period from November 1
through November 30, 1992; and
WHEREAS, at the November 12th meeting, the City Commission
has authorized the City Manager to extend the agreements with
nine (9) CDCs for a period of four (4) months, from
December 1, 1992 through March 31, 1993; and
WHEREAS, at the March 11, 1993 meeting, the City Commission
will reevaluate each agency and reconsider their funding for the
remainder of the 1992-1993 contract year;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized-/ to
execute amendments to existing individual agreements, in a form
acceptable to the City Attorney and as specified herein, with
nine (9) Community Development Corporations ("CDCs"), thereby
providing for extensions to said agreements for the period from
December 1, 1992 through March 31, 1993, for the purpose of
undertaking activities to stimulate affordable housing
development for low and moderate income families and individuals
in the City of Miami and subject to approval of each agency's
work program by the U.S. Department of Housing and Urban
Development (HUD), with funds therefor hereby allocated from the
Eighteenth (18th) Year Community Development Block Grant:

At the October 22, 1992 City Commission meeting the City
Commission instructed the Administration to provide a budgeting
summary and a summary of the major accomplishments of each of the
Community Based Organizations (CBOs) and the Community
Development Corporations (CDCs) for the past three (3) years.
This memorandum serves to transmit a summary of the major
accomplishments and the budgets for each of the nine (9)
Community Development Corporations that have received funding for
the 18th Year Community Development Block Grant Program Year.
Several of the Community Development Corporations that are
involved in the production and/or rehabilitation of housing units
in the City have received CDBG funding over the past three (3)
years. Others such as Greater Miami Neighborhoods, Inc. and the
Little Haiti Housing Association are receiving administrative
support in the amounts of $100,000 and $50,000, respectively for
the first time.
Currently, the majority of the Community Development Corporations
(CDCs) are involved in the planning and predevelopment phase for
specific housing projects that are being planned in several of
the City's Community Development Target Areas. Because of the
need to secure project financing from a number of sources that
include Metropolitan Dade County Documentary Surtax Program,
State of Florida's Low Income Tax Credit Program and State
Apartment Incentive Loan Program, in addition to private sector
financing from local financial institutions, in most cases
construction on any new housing project requires approximately 2-
3 years.
