HomeMy WebLinkAboutR-92-0753.1J-92-874 11/12/92 RESOLUTION NO. 9 2 - 753.1 A RESOLUTION RELATED TO THE THREE KINGS PARADE, SPONSORED BY THE CITY OF MIAMI, AND TO BE CONDUCTED BY THREE KINGS DAY PARADE, INC. ON JANUARY 10, 1993; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; AUTHORIZING THE CITY MANAGER TO WAIVE ALL APPLICABLE FEES AND ALLOCATE FUNDS TO PAY FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT; CONDITIONED UPON THE ORGANIZERS OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE; DIRECTING THE CITY MANAGER TO INCLUDE ANNUAL FUNDING FOR SAID EVENT IN THE CITY'S GENERAL OPERATING BUDGET, EFFECTIVE AS OF FISCAL YEAR '93-94. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Three Kings Parade, sponsored by the City of Miami and to be conducted by Three Kings Day Parade, Inc., the following streets are hereby closed to through vehicular traffic from 6:00 A.M. to 9:00 P.M. on Sunday, January 10, 1993: CITY COMMISSION MEETING OF. NOV 1 2 1992 Resolution No. 92- 753•1 Southwest Eighth Street from Southwest Fourth Avenue to Beacom Boulevard. Southwest Fifth Avenue from Southwest Eighteenth Terrace to Southwest Eighteenth Road. Southwest Eleventh Street from Southwest Eighteenth Terrace to Southwest Fourth Avenue. Southwest Eighteenth Road from Southwest Fourth Avenue to Southwest Fifth Avenue. Southwest Fifth Avenue from Southwest Eleventh Street to Southwest Eighth Street. Southwest Fourth Avenue from Southwest Fifteenth Road to Southwest Eighth Street. Southwest Ninth Street from Southwest Fourth Avenue to Southwest Sixth Avenue. Southwest Tenth Street from Southwest Fourth Avenue to Southwest Sixth Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. The closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. The permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. -2- 92- .753.1 Section 3. Pursuant to the provisions of City Code Section 39-13, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid during the event in the area of the public right-of-way included within and adjoining the streets and avenues described in Section 1 for two blocks in all directions. Section 4. The City Manager is hereby authorized to waive - all applicable fees and allocate funds to pay for the necessary costs of City services associated with said event. Section 5. The herein authorizations are hereby conditioned upon the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee.. Section 6. The City Manager is hereby directed to include annual funding for said event in the City's General Operating Budget, effective as of Fiscal Year 193-94. Section 7. Q inn e� _ � REFERENCES :City Commission Meeting City Att ney November 12, 1992 ENCLOSURES: ( 1 ) Resolution No. 92-752 was adopted by the City Commission on November 12th, 1992. The Resolution concerns the Three Kings Parade to be held on January 10, 1993. Pursuant to review of said Resolution by Commissioner Alonso, we have prepared the attached modified legislation to address the waiver of all applicable fees and allocation of funds to pay for necessary costs, as well as direction for inclusion of said event in all future City fiscal year operating budgets, as they were not included in the legislation originally prepared and y subsequently executed by the Mayor. Please discard the legislation presently in your possession and substitute the item with the attached corrected Resolution.
