WHEREAS, the City Commission wishes to continue its support of the efforts of Regis House; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The sum of Sixty Thousand Dollars ($60,000.00) is hereby allocated from the Police Department's general operating budget, FY 92-93, to be donated to Regis House. Section 3. This Resolution shall become effective immediately upon its adoption. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure: of forfeiture proceeds for la:: enforcement purposes not considered normal operating expenses; and WHEREAS, the City Of Miami Police Depar-mcnt recognites that much of the crime committed today is committed by adolescent drug abusers; and. WHEREAS, Regis House targets this aoe crouo and is a xpandinc its outpatient drug abuse treatment center in the Little Havana area; and WHEREAS, the City of Miami Police Department supports these efforts and has taken an active role in the funding of such programs; and WHEREAS, funds to cove: the necessary epenses reouired for the above listed program have not been included in the Police Dcoartment's normal operating budget; and 1•IHEREAS, the Chief of Police has recom:nended adoption of - this Resolution and has determined that the proposed expenditures comply with Florida State Statute 932.704, as amended; and WHEREAS,funds to Cover the necessary expenses recuired for this program are available in the City of l•Siami La:. Thanks to your help, Regis House acquired its current facility. And, a portion of our operating expenses were underwritten until June of this year through the Law Enforcement Trust Fund. To bring you up to date in the last year alone: ► 7 5 0 * youth participated in .� prevention/education. W A 100* school presentations were made. 51 educational neighborhood meetings were conducted. 50* small group sessions trained student volunteers. 30 plus radio talk shows were delivered county -wide. ► 40 plus special interest community meetings were conducted for business, religious leaders, local agencies, professional associations. ► 26 youngsters received intervention/day treatment services since Phase I facility completion in April 1992. * in the City of Miami. Prior to the expiration of the Law Enforcement Trust Funding in June, we requested consideration to renew the amount of $50,000. And, due to circumstances beyond our control, Regis House was unable to present our request at the September budget hearings. Also, we were told by Chief Ross this week that it will be six (6) months before a request can be considered. Our ability to serve these Miami youth has been largely due to partnerships between Regis House, the City of Miami, Metro Dade County, Florida HRS and private contributors. Thanks to these partnerships we have been able to continue providing service and were able to fund our Prevention/Counseling position for three months beyond expiration of the Law Enforcement Trust Funds. As of October 1, 1992, however, it became necessary to freeze this position until additional funds are obtained to support the salary, fringe benefits and associated prevention program costs. Box 441744 Miami, Florida 33144-1744 92- '751 Currently, Regis House receives no funds from the City of Miami, even though we are headquartered in the City and have provided most of our services to City youth. The foundation has been laid on which to build our Prevention and Counseling program. It would be most unfortunate to curtail many of these activities. Some examples: • Regis has been supporting the Little Havana NET Service Center to benefit City residents, e.g., Regis joined forces with NET to deliver food, ice and water to Miami residents following hurricane Andrew. Cooperative drug prevention activities are being planned for Little Havana Residents. • Regis has established a link with Dade County Public Schools (DCPS) Department of Substance Education. This office supports Regis' efforts to cooperate with the DCPS school based drug prevention program (TRUST). • Faculty and administrators in at least three (3) schools in the City will work with Regis House on behalf of their students. Linkages with others are being developed. • Miami Church leaders are asking for drug prevention program assistance for the youth and families in their congregations. • "Nestle's Very Best in Youth" teenage Board (funded by Nestle's Foundation) has chosen Regis House as a partner in community service. • Miami Senior High School Pan American Service Club (students organized to promote pride in our Hispanic heritages) has teamed up with Regis House in a community service partnership to help Regis House help other teenagers. • Thirty teenagers asked to be trained as peer counselors; to learn how to listen to and counsel other teens. Teenagers talking to teenagers is a powerful substance abuse prevention message. • Regis plays an active role in planning for The Miami Coalition's first annual Freedom From Drugs Day Festival at Miami Dade Community College Wolfson (downtown) campus in May 1993. A Regis educational display is planned with teenage participation. These and many other prevention activities may fall by the wayside without the staff to carry them forward and without your help. Please review the attached budget detailing our funding request and vote in favor of our youth.
