HomeMy WebLinkAboutR-92-0743J-92y-778 10/30/92 RESOLUTION NO. 92"' 7 4 3 A RESOLUTION RATIFYING, APPROVING AND CONFIRMING BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, THE ACTION OF THE CITY MANAGER IN FINDING THAT THE PURCHASE OF UNINTERRUPTED POWER SUPPLY BATTERIES FROM JANTECH POWER SERVICES, INC. TO BE AN EMERGENCY AND AUTHORIZING SAID PURCHASE; AND ALLOCATING FUNDS THEREFOR, IN THE AMOUNT OF $39,200, FROM THE E-911 FUND, PROJECT NO. 506001, INDEX CODE NO. 420604-850. WHEREAS, the Police Department utilizes electricity in its day to day operations; and WHEREAS, in the event of power failures, generators are utilized to provide the Police Department with the requisite power; and WHEREAS, a bank of uninterrupted power supply batteries provides the initial power to start the generators; and WHEREAS, during Hurricane Andrew the Police Department lost power and was unable to start the generators utilizing the battery bank because of the age and condition of the batteries; and WHEREAS, the City Manager found that the purchase of these U.P.S. batteries constituted an emergency; and WHEREAS, funds to cover the necessary expenses required for these batteries are available in the E-911 Fund, Project No. 506001, Index Code No. 420604-850; CITY COMMISSION MEETING OF NOV 12 1992 Rewludon no. 92-, 743 NOW, THEREFORE, RE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a properly advertised public hearing, the action of the City Manager in finding that the purchase of uninterrupted power supply batteries from Jantech Power Services, Inc., to be an emergency and authorizing said purchase is hereby ratified, approved and confirmed, with funds therefor hereby allocated from the E-911 Fund, Project No. 506001, Index Code No. 420604-850. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 12th day of Noveaer,,= , 1992. Odio REFERENCES: City Manager ENCLOSURES: It is respectfully recommended that a Resolution ratifying the City Manager's emergency action authorizing the purchase of U.P.S. batteries from Jantech Power Services, Inc., at a cost of $39,200, be approved. The police department utilizes Florida Power and Light to supply electricity for its operation. In the event of a power failure, generators are used on an emergency basis. A bank of batteries provide the initial energy to start the generators. These batteries must have the capability of carrying a full load for one hour. During Hurricane Andrew the police department lost power. At that time the department was supposed to be powered by generators. The old bank of batteries failed after two seconds of a full load. It was necessary to start the generators manually. The City Manager then made a finding of emergency and the police department purchased the new batteries. It is, therefore, recommended that the Resolution ratifying the City Manager's emergency action and authorizing the purchase of U.P.S. batteries, at a cost of $39,200, be approved. A total of nine people attended the mandatory site visit. Two bids were received in the amounts of: R. B. Grove Inc. $48,322.00 Jantech Power Systems $38,900.00 Both vendors appear to comply with the bid specifications. Both vendors are non -minority companies. R. B. Grove Inc. appears to be eligible for local preference consideration. However, even with this 10% difference their bid would not become the lowest. R. B. Grove Inc. was not represented at the mandatory site visit. I recommend that this bid be awarded to the low bidder., Jantech Power Systems.
