HomeMy WebLinkAboutR-92-0739A RESOLUTION AUTHORIZING THE CITY MANAGER TO RECEIVE BIDS AND ENTER INTO A CONTRACT ON BEHALF OF THE CITY WITH THE LOWEST RESPONSIBLE AND RESPONSIVE BIDDER FOR COCONUT GROVE EXHIBITION CENTER - BUILDING RESTORATION H-1004, PROJECT NO. 414502, IN AN AMOUNT NOT TO EXCEED $800,000, WITH MONIES THEREFOR TO BE REIMBURSED FROM PENDING INSURANCE CLAIMS AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) IN THE AMOUNT NOT TO EXCEED $800,000 TO COVER THE CONTRACT COSTS PLUS ANY ACTUAL REIMBURSABLE DESIGN AND ENGINEERING EXPENSES; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID FIRM. WHEREAS, the Miami City Commission adopted Resolution No. 92-552 on September 10, 1992 waiving formal competitive bid and selection procedures for repairing damage caused by Hurricane Andrew; and WHEREAS, sealed bids will be received no later than November 25, 1992, for COCONUT GROVE EXHIBITION CENTER - BUILDING RESTORATION H-1004; and WHEREAS, the City Manager will receive bids and enter into a contract with the lowest responsible and responsive bidder; and WHEREAS, the Miami City Commission urges the successful bidder to employ for said repairs as many local laborers as possible; and :CITY COM USSION MEETING OF NOV 1 2 1992 1kUW%kuoa No, 92- 739 WHEREAS, monies therefor shall be reimbursed to the City by pending insurance claims and the Federal Emergency Management Agency (FEMA) under Project No. 414602; 4 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MTAMI, FLORIDA: 4 Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The proposal of the lowest responsible and responsive bidder in an amount not to exceed $800,000.00 for the project entitled COCONUT GROVE EXHIBITION CENTER - BUILDING RESTORATION H-1004 shall be accepted by the City Manager. Section 3. The total construction cost of an amount not to exceed $800,000.00 plus any actual design and engineering expenses shall be reimbursed by pending insurance claims and the Federal Emergency Management Agency (FEMA) under Project No. 414502. Section 4. BACKGROUND Prelimina X Cosa Estimate: Approximately $800,000.00 Source of Funds: Pending Claim Settlements and Federal Emergency Management Agency (FEMA DSR #07627) Public Hearings/Notices: No public hearing Assessable Project: No Discussion: Hurricane Andrew caused substantial wind and water damage to the Coconut Grove Exhibition Center (CGEC) building. The City has contractural obligations fur shows and exhibitions and these events provide revenue to the City and bring business to the community. It is a priority project to make repairs and to get the facility back in operation. The storm damage included destruction of exterior roll -up doors, metal siding and roofing. B-U roofing, interior drywall, acoustic ceilings, interior roll -up doors. carpet, mechanical and electric equipment and related damage. The City wants to have a general contractor expedite the repairs. Because of the long lead time, the City is purchasing the roll -up doors so that some of the exhibit areas can be used at the earliest date. Also, the City has a separate contract to replace and/or repair the existing single ply roofing which covers the Main Exhibit Nall and the related West Shed area and East Exhibit Hall. The rehabilitation work is to be bid informally following emergency procedures for Hurricane recovery. The work must be scheduled so that the the facility can be used for exhibitions by early January 1993 although all the work may not be fully completed untile later. The Department of Public Works will evaluate the bids to be received no later than November 25, 1992, and will determine which will be the lowest responsible and responsive bid, at which time a recommendation will be submitted. The project costs will be reimbursed by the Federal Emergency Management Agency and administrative cost will be reimbursed by pending insurance claims. The project consists of the repair or replacement of exterior roll -up door, metal siding and roofing, build-up roofing, drywall interiors, acoustic ceilings, interior roll -up doors, carpet, mechanical and electric equipment.
