HomeMy WebLinkAboutR-92-0734J-92-779 10/28/92 RESOLUTION NO. 9 2— 734 A RESOLUTION RATIFYING AND APPROVING THE AWARDS MADE TO CENTRAL FLORIDA EQUIPMENT IN THE AMOUNT OF $261,000, AND KOSTMAYER CONSTRUCTION COMPANY IN THE AMOUNT OF $377,000, TO OPERATE BURN CONTROLLED UNITS AT THE CITY'S VIRGINIA KEY FACILITY, TO DISPOSE OF DEBRIS AS A RESULT OF HURRICANE ANDREW. WHEREAS, on September 10, 1992, the City Commission adopted Resolution No. 92-551, waiving formal competitive bids for the acquisition of services, equipment, goods and/or materials as required in the aftermath of Hurricane Andrew; and WHEREAS, said resolution authorized the City Manager to 4a execute contracts and/or make awards, without express City 1 - f Commission approval, for those contracts and/or awards that do •i not exceed $150,000, but, should the contract and/or award exceed ;.� $150,000, the City Commission must ratify said contract and/or { award; and WHEREAS, it was determined that the most efficient manner of disposing of the large volumes of tree and vegetative debris generated by Hurricane Andrew was to initiate burn sites; and WHEREAS, the City requested and received written quotations for the operation of air -controlled burn sites at the City's Virginia Key facility; and CITY COM IISMON MEETING OF NOV 12 1992 $aolutima No, 92- 784 3.: i� WHEREAS, Central Florida Equipment was the only company submitting a quote that could immediately provide the necessary specialized equipment needed to operate one burn unit, for a three month period at a cost of $261,000; and WHEREAS, it became evident that one unit alone could not handle the large quantities of debris being stored and collected daily by the City; and WHEREAS, written quotes were again solicited to operate another burn unit and Kostmayer Construction Company's quote was the lowest, at a cost of $377,000 for a two month period, operating two units; « NOWr THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this ..:, Section. Section 2. The awards to Central Florida Equipment, in the amount of $261,000 and Kostmayer Construction Company, in the amount of $377,000 to operate burn controlled units at the City's Virginia Key facility to dispose of debris as a result of Hurricane Andrew, are hereby ratified and approved. -2- 92- 734 Section 3. Odio City Manager RECOMMENDATION: DATE `r ; `Fr � n /� FILE SUBJECT: Ratification for the Award of Air -Controlled Burn Units REFERENCES: ENCLOSURES: it is respectfully recommended that the City Commission adopt the attached resolution ratifying the awards made to Central Florida Equipment in the amount of $261,000, for a three-month period, and to Kostmayer Construction Company in the amount of $377,000 for a two -month period, to operate air -controlled burn units to eliminate the large volume of debris collected from City streets after Hurricane Andrew and being stored at City's Virginia Key facility. Lgilagpej ztelan� The Department of General Services Administration and Solid Waste inunediately requested written quotations from several vendors for this service, following the massive destruction of property and trees during Hurricane Andrew which created an inordinate amount of debris in City streets and posed a threat to the health and safety of the citizens. Solid Waste crews and private contractors have deposited this debris at several locations within the City, including Virginia Key, for disposal at a later date. The overwhelming quantities of debris do not allow for utilization of the composting and mulching process for debris disposal. It was estimated that if the City were to follow these procedures, it could take as long as two years to dispose of the r debris generated in the wake of Hurricane Andrew and storage of this material would have been impossible. Further, Dade County disposal sites are not available for the disposal of tree and I vegetative debris. 13 In view of the above, the alternative was to burn the debris, eliminating the need to wait for the much longer process of composting and/or mulching and/or stockpiling this debris. Od REFERENCES City Manage A� r ENCLOSURES: On August 24, 1992, the City of Miami suffered the wrath of a devastating hurricane, Hurricane Andrew. In order to eliminate immediate threats to the life, health and safety of residents and employees, and eliminate immediate threats to undamaged property, as well as ensure economic recovery to the City and the community, I have made a written finding of a valid public emergency. Based on this finding, formal competitive sealed bid and selection procedures will be waived for the procurement of services, equipment, goods and/or materials that may be required to provide immediate burden relief and disaster assistance for the City and the community for the purpose of providing for the health, safety and welfare of its citizens and employees. In addition, the City's insurance will not cover any loss of business resulting from delays in the normal procurement procedures; therefore, it is necessary to waive formal competitive bid and selection procedures and utilize the informal bid process instead. 3 92� 734
