A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENGAGE THE SERVICES OF FESTIVAL FLOATS, INC.,
FOR THE CONSTRUCTION OF AN ANTI -DRUG AND
CRIME PREVENTION PARADE FLOAT FOR USE DURING
THE UPCOMING HOLIDAY SEASON; ALLOCATING FIFTY
PERCENT (5096) OF THE FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $17,500, FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NO. 690001,
SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF
OF POLICE, AND ALLOCATING ANOTHER FIFTY
PERCENT (SO%) OF THE FUNDS FROM THE POLICE
DEPARTMENT'S GENERAL OPERATING BUDGET.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department's Community Relations
Section, in an effort to provide a highly visible anti -drug crime
prevention message to the public for the upcoming holiday season,
requests funds for the construction of an Anti -Drug and Crime
Prevention parade float; and
WHEREAS, fifty percent (50%) of the funds to cover the
necessary expenses required for the construction of the parade
float have not been included in the Police Department's normal
operating budget; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that -the expenditure proposed
complies with Florida State Statute 932.104, as amended; and
WHEREAS, funds to cover fifty percent (50%) of the necessary
expenses required for the construction of the parade float are
available in the City of Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to engage
the services of Festival Floats, Inc., for the construction of an
anti -drug and crime prevention parade float for use during the
upcoming holiday season, with fifty percent (50%) of the funds
therefor, in an amount not to exceed $17,500, being hereby
allocated from the Law Enforcement Trust Fund, Project No.
690001, Index Code 029002-247, such costs having been approved by
the Chief of Police, and another fifty percent (50%) of the funds
therefor being allocated from the Police Department's general
operating budget.
Section 2. This Resolution shall become effective
immediately upon its adoption.
