RESOLUTION NO. 9 2 - 715
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
APPLY FOR A GRANT IN THE AMOUNT OF $120,000
FROM THE METROPOLITAN PLANNING ORGANIZATION
FOR THE MImi URBANIZED AREA FOR THE PURPOSES
OF TRANSPORTATION PLANNING AND COORDINATION
ACTIVITIES IN THE CITY OF MIAMI, FLORIDA
("CITY"), SAID GRANT TO BE MATCHED BY CITY
FUNDS IN THE AMOUNT OF $30,000.
WHEREAS, the Metropolitan Planning Organization for the
Miami Urbanized Area has, pursuant to Resolution No. MPO 20-92,
allocated moneys for the purposes of transportation planning and
coordination activities by the municipalities of Dade County; and
WHEREAS, the City of Miami is eligible to receive such grant
upon completing an application and providing assurances that the
City will match any grant funds with twenty percent (20%) of City
funds; and
WHEREAS, the City of Miami has traditionally performed many
transportation planning and coordination activities involving
State and County transportation projects and has paid for such
functions entirely from City funds; and
WHEREAS, the City of Miami is appreciative of the action of
the Metropolitan Planning Organization ("MPO") for the Miami
Urbanized Area in making funds available for said grant, and
wishes to take advantage of the MPO's offer; and
WHEREAS, the City of Miami comprises forty percent (40%) of
the population of the incorporated territory of Dade County, and

the basis of population is $120,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDAs
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
apply for a grant in the amount of $120,000 from the Metropolitan
Planning Organization for the Miami Urbanized Area for the
purposes of transportation planning and coordination activities
in the City of Miami, Florida, said grant to be matched by City
funds in the amount of $30,000.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to apply for a grant from the Metropolitan
Planning Organization in the amount of $120,000, for transportation planning
and coordination activities. The' grant is to be matched by local funds of
$30,000.
BACKGROUND
The Metropolitan Planning Organization for the Miami Urbanized Area (MPO) by
Resolution 20-92 has made funds available for municipalities to use for
transportation planning and coordination work. Apportioned on the basis of
population, the amount for which the City of Miami is eligible is $120,000 for
FY 1993. The terms of the MPO grant require a local match of 20%, amounting to
$30,000, which may be in -kind services.
The grant is to be used in accordance with the general scope of services
described in the letter of October 14, 1992 from Sergio Rodriguez, Planning
Director, to Jose Luis Mesa, Director, MPO Secretariat, a copy of which is
attached. Expenditures of grant funds must also comply with specific
guidelines and standards established by the MPO and by the U.S. Department of
Transportation for the use of Section 9 planning funds.
Acceptance of the grant will allow the City to restore and enhance its
transportation planning and coordination activities, which have been curtailed
the past several years due to budget constraints.

The City of Miami wishes to apply for MPO funding in the amount of $120,000,
to be matched by $30,000 City funds, as provided for by MPO Resolution 20-92.
The requested sum is the "fair share" amount, or 40% of the total allocated by
Resolution 20-12 for municipal planning purposes. This percentage is
equivalent the City of Miami's population as a proportion of the incorporated
territory population of Dade County.
The City of Miami intends to use the requested funds to provide support for
expanded transportation planning and coordination activities by the City,
according to this general scope of work:
1. Attendance by the City's Transportation Planner and other City staff as
appropriate, at MPO meetings of the Governing Board (MPO Board),
Transportation Planning Council (TPC), Transportation Plan Technical
Advisory Committee (TPTAC), and special committees and task forces as
may be engaged in transportation planning, coordination, and
implementation activities within the City of Miami.
2. Preparation of data and analysis, and recommendation reports on
transportation plans, policies, and implementation proposals for
projects within or directly affecting the City of Miami.
3. Response to requests for information by State, County, or municipal
entities regarding transportation activities in the City of Miami.
4. Preparation of analyses and proposals for transportation -related
projects eligible for fundin under the federal Intermodal Surface
Transportation Efficiency Act FISTEA) within the City of Miami.
5. Relate transportation project proposals to the City's neighborhoods
under the Neighborhood Enhancement Team (NET) program, providing
additional opportunity for citizen input on transportation proposals and
support for vital improvements.
