RESOLUTION NO.9 2 - 707
A RESOLUTION RELATED TO THE 1993 CARNAVAL
MIAMI PASEO TO TAKE PLACE MARCH 71 1993, THE
8K RUN ON MARCH 11, 1993, AND THE CALLE OCHO
OPEN HOUSE FESTIVAL ON MARCH 14, 1993 TO BE
CONDUCTED BY THE KIWANIS CLUB OF LITTLE
HAVANA; PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC; ESTABLISHING A PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENTS; AUTHORIZIIIG THE SALE OF
BEER AND WINE IN CONNECTION WITH SAID EVENTS
SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER RELAXING THE
LIMITATIONS ON THE DISPLAY OF FIREWORKS TO
ALLOW THE STAGING OF PYROTECHNIC DISPLAYS
UNTIL 12:00 MIDNIGHT FOR: CARNAVAL NIGHT AT
THE ORANGE BOWL STADIUM ON MARCH 6, 1993; A
SPONSORS PARTY AT VIZCAYA MU;,,UM AND GARDENS
ON MARCH 12, 1993; AND CARNAVAL MIAMI INTER-
NATIONAL AT BAYFRONT PARK ON MARCH 13, 1993;
CONDITIONING ALL APPROVALS AND AUTHORIZATIONS
HEREIN UPON THE ORGANIZERS PAYING FOR ALL
NECESSARY COSTS OF CITY SERVICES AND FEES
ASSOCIATED WITH SAID EVENT AND OBTAINING
INSURANCE TO PROTECT THE CITY IN THE AMOUNT
PRESCRIBED BY THE CITY MANAGER OR HIS
DESIGNEE.
WHEREAS, the Kiwanis Club of Little Havana will conduct the
1993 Carnaval Miami, consisting of various events during the
period March 6 through March 14, 1993; and
WHEREAS, certain streets shall be closed to through
vehicular traffic during specified dates and hours to insure the
safety of the participants and pedestrians attending these
events; and

WHEREAS,
the Kiwanis Club of
Little Havana has requested
that retail peddlers be prohibited
within a specified area and
for a specific period of time during said events; and
WHEREAS, the Kiwanis Club of Little Havana has requested an
extension of the fireworks deadline to allow the staging of
pyrotechnic displays until 12:00 midnight in connection with
Carnaval Night at the Orange Bowl on March 6, 1993, a sponsors
party at Vizcaya Museum and Gardens on March 12, 1993, and for
Carnaval Miami International at Bayfront Park on March 13, 1993;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during Carnaval Miami Paseo
on March 71 1993; during Calle Ocho 8K Run on March 11, 1993; and
Calle Ocho Open House Festival on March 14, 1993, the following
streets are hereby closed to through vehicular traffic during the
dates and hours specified below:

Avenue.

Southbound lane of Seventeenth Avenue between Northwest
Seventh Street and Southwest Second Street.

alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.

Section 2. Such closing of streets is subject to State

approval and issuance of permits by the Departments of Police and

Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of

the Chief of Police after giving all due consideration to the
,t
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Pursuant to the provision of City Code
Section 31-13, all retail peddlers' occupational licenses issued
under the provisions of Chapter 31 of the City Code, as amended,
will not be valid in the area of public right of way included on

the above designated streets and on all intersecting streets for
two blocks in all directions, during the dates and hours of said
events and including Carnaval Miami International at Bayfront k
Park on March 13, 1993 on Biscayne Boulevard from East Flagler'
Street to Northeast Fourth Street.
Section 4. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Kiwanis Club of Little Havana to
sell beer and wine in soft containers for three (3) one -day
periods in connection with Carnaval Miami Paseo scheduled for
March 7, 1993, Miami Carnaval International at Bayfront Park on

March 13, 1993 and Calle Ocho Open House Festival scheduled for
March 14, 1993, is hereby granted, subject to the issuance of all
permits required by law.
Section 5. The time limitations on the display of fireworks
is hereby relaxed to allow the staging of pyrotechnic displays
until 12 Midnight on Saturday, March 6, 1993, at the Orange Bowl
for Carnaval Night; on Friday, March 12, 1993 at the Vizcaya
Museum and Gardens for a sponsors party; and on Saturday,
March 13, 1993 at Bayfront Park in connection with Carnaval Miami
International subject to the issuance of appropriate permits from
the Department of Fire, Rescue and Inspection Services.
Section 6. The herein approvals and authorizations are
hereby conditioned upon the organizers paying for all costs of
City services and fees associated with said event and obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or his designee.
Section 7. This Resolution
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets,
establishing a pedestrian mall and an area prohibited to retail
peddlers, and authorizing the sale of beer and wine during Carnaval
Paseo scheduled for March 7, 1993; Carnaval Miami 8K Run on March 11,
1993; Carnaval Miami International on March 13, 1993; and Calle Ocho
Open House on March 14, 1993; further relaxing the limitations on the
display of fireworks to allow the staging of pyrotechnic displays
until 12:00 midnight on March 6, 1993 for Carnaval Night at the
Orange Bowl, on March 12, 1993 for the Sponsors Party in the Vizcaya
Museum and Gardens area and on March 13, 1993 for Carnaval Miami
International at Bayfront Park.
BACKGROUND:
The Department of Community Development has prepared the appropriate
legislation to grant the necessary authorizations related to the
implementation of the 1993 Carnaval Miami festivities during the
period March 6 through March 14, 1993 as detailed above.
The Kiwanis Club of Little Havana has met with the Police Department
on this issue.
