AND THE MIAMI MILE COMPANY, ON JANUARY 23-24, 1993; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND APPROVING THE USE OF CERTAIN STREETS AND THOROUGHFARES IN DOWNTOWN MIAMI DURING SAID EVENT SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONING ALL APPROVALS AND AUTHORIZATIONS GRANTED HEREIN UPON THE ORGANIZERS PAYING FOR ALL THE NECESSARY COSTS AND FEES ASSOCIATED WITH SAID EVENT AND OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. WHEREAS, National Communications Sales Promotions, Inc. and the Miami Mile Company will conduct the "Miami Mile", a world - class sports event on January 23-24, 1993; and WHEREAS, certain streets must be closed to through vehicular traffic in connection with the organizers' 5-K Run during specified dates and hours to insure the safety of participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMOSSION MEETING OF NOV 121992 Resolution No. 92- 704 W '0► Section 1. In order to effectuate safe passage during the Miami Mile 5-K Run to be conducted by the National Communications Sales Promotions, Inc. and the Miami Mile Company, the following streets are hereby closed to through vehicular traffic on Sunday, January 24, 1993, from 7:00 A.M. to 5s00 P.M., as specified below: Biscayne Boulevard from Northeast Fifth Street to Southeast First Street. (One lane to remain open at all times leading to the Port of Miami). Northeast Third Street from Northeast Second Avenue to Biscayne Boulevard. Northeast Fourth Street from Northeast Second Avenue to Biscayne Boulevard. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. Pursuant to the provisions of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be applicable or valid on January 24, 1993, during the hours described in Section 1 hereof and in the area of the public - 2 - 92- 704 right-of-way included within and adjoining the streets and hereof avenues described in Section 1/for two blocks in all directions. Section 4. The herein approvals and authorizations are hereby conditioned upon the organizers obtaining insurance to protect the City in the amount as prescribed by the City Manager or his designee and paying for all the necessary costs and fees associated with said event. Odio City Manager RECOMMENDATION: DATE p S.y7 r1n FILE i 1,;OJJ2 SUBJECT :Resolution Concerning the 1993 Miami Mile REFERENCES 'Commission Agenda Item ENCLOSURESNovember 12, 1992 It is respectfully recommended that the City Commission adopt the attached resolution authorizing street closures and the restriction of retail peddlers in the area of Downtown Miami in connection with the "Miami Mile" 5K Run to be conducted by the Miami Mile Company and the National Communications Sales Promotions, Inc. on January 23-24, 1993, subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. This authorization is further conditioned upon the organizers paying for any costs of City services and applicable fees and the requirement that the City will be insured against any potential liability. BACKGROUND: The Department of Community Development has prepared the appropriate legislation which authorizes the closure of certain streets and the restriction of retail peddlers in the area of Downtown Miami on January 24, 1993 for the "Miami Mile" 5K Run. This is a second year event which will be nationally and internationally televised by ESPN. Attachment: (1) Proposed Resolution 82- 704 �;
