A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACTUAL AGREEMENT IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE GREATER BISCAYNE BOULEVARD CHAMBER OF COMMERCE, IN AN AMOUNT NOT TO EXCEED $16,713, TO CONTINUE IMPLEMENTING ECONOMIC DEVELOPMENT PROGRAMS, WITH FUNDS THEREFOR BEING ALLOCATED FROM THE EIGHTEENTH (18TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and i' WHEREAS, the City Commission is desirous of continuing the neighborhood economic development program and funds are available from the Eighteenth (18th) Year Community Development Block Grant for such purpose; and WHEREAS, on March 12, 1992, the City Commission approved Resolution No. 92-190.1 to fund fourteen (14) neighborhood economic development community based organizations, including but not limited to the Greater Biscayne Boulevard Chamber of Commerce; and WHEREAS, the City Commission has authorized the City Manager to enter into contract with the Greater Biscayne Boulevard 'A T T ACNH 1A E141T(S) j CONTAINED I CITY COM USSION MEETING OF t0, r i 0 8 1992 Cicsolution No. 92- 672 Chamber of Commerce for the period from July 1 through October 31, 1992; and WHEREAS, at the October 22, 1992 meeting, the City Commission will reevaluate each community based organization and reconsider their funding for the remainder of the 1992-1993 contract year; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute a contractual agreement, in substantially the attached form, with the Greater Biscayne Boulevard Chamber of Commerce, in an amount not to exceed $16,713, for the purpose of implementing a Neighborhood Economic Development Program subject to approval of the agency's work program by the U.S. Department of Housing and Urban Development (HUD), with funds therefor hereby allocated from the Eighteenth (18th) Year Community Development Block Grant. Section 3. QVIRN O ES, II CITY ATTOOEY I ER L ., SI;ARE Z, MAYOR 92- 6'72 - 3 - AMENDMENT #1 This Amendment is entered into as of this day of , 1992, amending the Agreement dated day of , 1992 between the City of Miami, a municipal corporation of the State of Florida ("CITY"), and Greater Biscayne Boulevard Chamber of Commerce, a Florida not for profit corporation ("CONTRACTOR"). WHEREAS, the City Commission is desirous of continuing the neighborhood economic development program and funds are available from the Eighteenth (18th) Year Community Development Block Grant for such purpose; and WHEREAS, on October 8, 1992, the City Commission adopted Resolution No. 92-671, which approved the allocation of funds for the CONTRACTOR only for the period of July 1, 1992 through October 31, 1992 with the total amount of the funds to be allocated on October 22, 1992 after a review of CONTRACTOR's proposed program and budget; Now, therefore, it is agreed by the CITY and the CONTRACTOR: 1. The recitals set forth above are hereby incorporated herein as if fully set forth in this Section. 2. The Agreement is hereby amended as follows: TERM OF THE AGREEMENT: July 1, 1992 - October 31, 1992 AMOUNT: $16,713.00 3. The Term of the Agreement will only be extended for the period of November 1, 1992 through June 30, 1993 and the amount of the fund allocation increased by approval of the City Commission. 4. No extensions or amendments to the Agreement shall be binding on either party unless in writing and signed by both parties. 5. All the terms and conditions contained in the Agreement as Amended shall remain in full force and effect without modification except to the extent modified in this Amendment. 6. CONTRACTOR certifies that it possesses the legal authority to enter into this amendment by way of a resolution, motion, or similar action that has been duly adopted or passed as an official act of the CONTRACTOR's governing body, authorizing the execution of the Amendment, including all understanding and assurances contained herein, and. directing and authorizing the person identified as the official representative of the CONTRACTOR to act in connection with the Amendment. The survey was designed to identify the types of businesses which would be supported by residents of individual Northeast neighborhoods (36th street to 87th Street including the neighborhoods between the railroad tracks and Biscayne Bay). Questions also asked what, specifically, individuals saw as problems and detractions to business patronage. The following results were tabulated, identifying the major ranked items for each question. The surveys were distributed to the following homeowners' associations: Magnolia Park, Bay Point, Morningside, Bayside, Belle Meade, Belle Meade Island, Shorecrest, Buena Vista and Lemon City. These combined areas have a population of 15,000. Each neighborhood received enough surveys to be distributed to every household. Except for Buena Vista and the Lemon City area, there was approximately a 10% response from each neighborhood. A total of 150 survey responses were received. The following pages contain a summary and report of the survey responses. Maps illustrating the buying income of area residents and the value of retail property in the proposed focus area are also included. Baskin Robbins 92- 672 1 '0 EXPI.A ATION OF SURVEY RESPONSES I. X"ROVEI1ENTS NEEDED Seventy percent (70%) of survey respondents indicated concerns about security on the Boulevard. Aesthetic problems were mentioned on fifty-five percent (55%) of responses. Suggestions focused on replacing dead palms, maintenance of new and existing palms, painting run down buildings and cleaning up parking lots. The lack of parking received a forty-five percent (45%) mention as a detraction from patronizing Boulevard businesses. 1. Security 2. Aesthetics 3. Parking II. SERVICES LACKING Over 55 services were listed as lacking in the area. Interestingly, many specific services listed as lacking are in fact currently offered on the Boulevard, such as a video store and a dry cleaner. 1. Hardware Store 22% 6. Video Store 6% 2. Real Foods, specializing in fresh produce, prepared health food, vitamins and other natural health products ranked the highest. Seventeen percent (17%) of the respondents patronize the store. 1. It appears that most of this amount is spent on restaurants not located in the Boulevard business district and may indicate a need for more and different restaurants. ANNUAL INCOME Nearly two thirds of the survey respondents listed their annual household income as greater than Fifty Thousand Dollars. As illustrated by the attached map of buying power of area residents, over $370 million in disposable household income resides within 1 mile of the proposed retail cluster in the heart of the Boulevard's business district. The survey responses should also be viewed together with census data shown on the following map of purchasing power as there is a significant difference in income between the eastern and western neighborhoods.
